Pursuant to Article 41 of the Law on Cultural Heritage in 2001 (amended by Clause 20 Article 1 of the Law Amending and Supplementing a Number of Articles of Law on Cultural Heritage in 2009) stipulating as follows:
1. All vestiges and antiques collected in the course of archaeological exploration and excavation or discovered and handed over by organizations or individuals must be temporarily stored in provincial-level museums of localities where they are discovered. Provincial-level museums shall receive, manage and report on vestiges and antiques to the Minister of Culture. Sports and Tourism.
2. Based on the value and requirements of preserving vestiges and antiques specified in Clause 1 of this Article, the Minister of Culture. Sports and Tourism shall decide to hand over vestiges and antiques to public museums with appropriate functions for the protection and promotion of their values.
3. Organizations or individuals that discover and hand over vestiges and antiques will be refunded discovery and preservation expenses and rewarded a sum of money as prescribed by the Government.
As regulations above, individuals handing over antiques to the government in Vietnam will be rewarded a sum of money as prescribed by the Government.

What is the reward granted to individuals for handing over antiques to the government in Vietnam?
Pursuant to Clause 5.b Article 30 of the Decree 29/2018/NĐ-CP stipulating spending amounts as follows:
b) Rates of reward paid in specific cases shall be as follows:
- If the organization or individual randomly spots and hands in the buried, concealed or sunken property or the dropped or negligently left property, including historical – cultural relics, national treasure, remains, antiques and property related to the national defence and security sector, rates of reward shall be calculated according to the partially regressive method as follows:
+ As for part of value of property worth up to 10 million dong, the rate of reward shall be 30%;
+ As for part of value of property worth from above 10 million dong to 100 million dong, the rate of reward shall be 15%;
+ As for part of value of property worth from above 100 million dong to 1 billion dong, the rate of reward shall be 7%;
+ As for part of value of property worth from above 1 billion dong to 10 billion dong, the rate of reward shall be 1%;
+ As for part of value of property worth 10 billion dong or above, the rate of reward shall be 0.5%;
Value of property retained for payment of reward shall be determined after expenses specified in clause 3 of Article 29 herein have already been taken away.
- In case the organization or individual spots and provides correct information about the buried, concealed or sunken property or the dropped or negligently left property already discovered, which are cultural – historical relics, national treasure, remains, antiques or property related to the national defence and security sector, the rate of reward shall be equal to 50% of respective amounts of reward as provided in point a of this clause.
- In case the organization or individual spots and provides correct information about the buried, concealed or sunken property or the dropped or negligently left property already discovered, which are not cultural – historical relics, national treasure, remains, antiques or property related to the national defence and security sector, the rate of reward shall be equal to 30% of respective amounts of reward as provided in point a of this clause.
As regulations above, if you discover and surrender antiques, you will be rewarded with money. The amount of the reward will depend on the value of the antiques that you handed in as stipulated by the law mentioned above.
What are the fines imposed on individuals for not handing over antiques to the government in Vietnam?
Pursuant to Article 25 of the Decree 38/2021/NĐ-CP stipulating violations against regulations regarding reporting and surrender of discovered remains, antiques and national treasures as follows:
1. Imposing the fine of between 10,000,000 dong and 20,000,000 dong for the act of failing to report or surrender discovered remains and antiques.
2. Other supplementary penalties:
Confiscating exhibits involved in the violations referred to in clause 1 of this Article.
As regulations above, individuals shall be fined between 10,000,000 dong and 20,000,000 dong for not handing over antiques to the government in Vietnam. In addition, the antiques shall also be confiscated.
