Is it required to install cameras at sand and gravel riverbed gathering points?
According to Clause 1, Article 10 of Decree 23/2020/ND-CP regulating organizations and individuals permitted to exploit or trade in sand and gravel, when gathering riverbed sand and gravel after extraction at berths, storage yards must meet the following requirements:
- The areas of berths and storage yards containing sand and gravel are within the scope of inland waterway ports as stipulated by the Inland Waterway Transport Law;
- In cases where the berths and storage yards are within the protection scope of hydraulic works or related to dikes, they must be licensed by the competent state authority in accordance with the law on hydraulic works and dikes.
- A notification board must be installed to publicly disclose information about the sand and gravel gathering berths and storage yards, including: the address providing the sand and gravel gathered at the berths and storage yards; installation of weighing stations, cameras to monitor the quantity of sand and gravel bought and sold at the berths and storage yards, and the area of the berths and storage yards.
Thus, based on the above regulations, your unit, when gathering sand and gravel, must install cameras to monitor the quantity of sand and gravel. Currently, there is no specific regulation on the number of cameras to be installed; however, the unit can consider the layout of its storage yard to install a sufficient number of cameras for convenient monitoring.
