How to handle environmental pollution caused by pig husbandry in Vietnam?
Organizations and individuals engaged in livestock activities are also obligated to protect water, soil, and air environments as stipulated in Articles 56, 59, and 62 of the Law on Environmental Protection 2014, which provide as follows:
- Protecting water sources of lakes, ponds, canals, ditches, and creeks
+ Water sources of lakes, ponds, canals, ditches, and creeks must be investigated, evaluated for storage capacity and quality, and protected to regulate water sources.
+ Lakes, ponds, canals, ditches, and creeks in urban areas and residential areas must be planned for improvement and protection.
- General provisions on soil environment protection
+ Protecting the soil environment is one of the basic contents of land resource management.
+ Planning, plans, projects, and activities using land must consider impacts on the soil environment and have solutions to protect the soil environment.
+ Organizations, households, and individuals granted land use rights are responsible for protecting the soil environment.
+ Organizations, households, and individuals causing soil pollution are responsible for treating, improving, and restoring the soil environment.
- General provisions on air environment protection
+ Emission sources into the environment must be evaluated and controlled.
+ Organizations and individuals engaged in production, business, or services emitting harmful gases into the environment are responsible for minimizing and treating emissions to ensure air quality as per legal regulations.
Concurrently, in Article 96 of the Law on Environmental Protection 2014, regulations on the collection and transportation of ordinary solid waste are as follows:

Ordinary solid waste must be collected, stored, and transported to prescribed locations by specialized means and equipment.

State management agencies in charge of environmental protection are responsible for organizing the collection, storage, and transportation of ordinary solid waste within their management areas.
If during the livestock activities environmental pollution is caused, administrative sanctions will be imposed according to Article 19 of Decree 155/2016/ND-CP.

A fine of 5,000,000 VND to 10,000,000 VND shall be imposed for discharging sewage, toxic chemicals, and disease-causing sources into the environment against environmental protection regulations.

Acts of polluting soil, water (groundwater, surface water inside and outside the premises) or air exceeding environmental technical standards shall be fined as follows:
a) A fine of 50,000,000 VND to 80,000,000 VND shall be imposed where pollutant levels (environmental parameters) in soil, water, or air exceed technical standards by less than 3 times for hazardous environmental parameters or less than 5 times for ordinary environmental parameters;
b) A fine of 80,000,000 VND to 100,000,000 VND shall be imposed where pollutant levels (environmental parameters) in soil, water, or air exceed technical standards by 3 to less than 5 times for hazardous environmental parameters or 5 to less than 10 times for ordinary environmental parameters;
c) A fine of 100,000,000 VND to 150,000,000 VND shall be imposed where pollutant levels (environmental parameters) in soil, water, or air exceed technical standards by 5 times or more for hazardous environmental parameters or 10 times or more for ordinary environmental parameters...
Thus, in your case, the pig breeding household does not comply with environmental regulations according to the Environmental Law: causing pollution to the water environment, soil environment, and air environment around the residential area. In this case, you may request competent authorities to review and decide on penalties for environmental pollution acts by this household.
