How is the Program for Periodic Environmental Quality Monitoring Regulated?
Building a periodic environmental quality monitoring program is regulated in Article 5 of Circular 10/2021/TT-BTNMT. To be specific:
- The periodic environmental quality monitoring program is designed to be appropriate to the objectives of environmental monitoring. The determination of environmental quality monitoring objectives must be based on current environmental protection policies and legislation, environmental management and protection strategies, planning, and plans, the environmental quality monitoring network planning, and the information required to be collected as per the requirements of the state environmental agency.
- Based on the environmental quality monitoring objectives, national technical regulations, current local technical regulations, and the requirements of the competent authority, to determine the parameters to be monitored included in the monitoring program with an appropriate frequency.
- The national and provincial/municipal periodic environmental quality monitoring programs serving state management of the environment must be built in accordance with the environmental quality monitoring network planning.
- The periodic environmental quality monitoring program must be designed to include the development of an implementation plan that ensures quality and quality control as specified in Appendix 1 issued with this Circular.
