How is the Monitoring of Works During the Exploitation and Utilization Process Regulated?
Based on Article 4 of Circular 10/2021/TT-BXD (Effective from October 15, 2021) which provides regulations on the monitoring of construction works during the exploitation and use period as follows:
Civil engineering works, material production works, light industrial construction works, technical infrastructure works must be monitored during exploitation and use as specified in Appendix I of this Circular.
The monitoring of construction works during exploitation and use is regulated in the maintenance procedure, including the following main contents:
a) Monitoring subjects: the main load-bearing structures of the construction works (e.g., space frames, main load-bearing frames, stadium stands, chimneys, silos, etc.);
b) Monitoring parameters (e.g., deformation, inclination, subsidence, cracks, sagging, etc.) and the limit values of these parameters; monitoring time; measurement cycle and other necessary contents.
General requirements for monitoring construction works during exploitation and use:
a) The monitoring contractor shall develop a monitoring plan in line with the contents specified in Clause 2 of this Article and submit it to the owner or the manager, user of the construction for approval;
b) The monitoring contractor shall carry out monitoring according to the approved monitoring plan. The monitoring data must be analyzed and evaluated; monitoring results must be compared with the allowable design limit values and relevant technical regulations and standards.
In the case that the monitoring data exceed the allowable design limit values or there are abnormal signs, the owner or the manager, user of the construction must organize verification, assess the cause, and have measures to promptly rectify and address the issue.
