How is Early Detection of Forest Fires Regulated in Fire Prevention and Fighting?
According to Clause 2, Article 9 of Circular 25/2019/TT-BNNPTNT on early detection of forest fires, the regulations are as follows:
- The Forest Protection Department regularly maintains a satellite image receiving station system for the early detection of fire points and other application information; updates fire point information detected by the satellite image receiving station on the website and electronic portal of the Forest Protection Department.
- Regional Forest Protection Sub-departments monitor early fire points and notify the Provincial Forest Protection Sub-departments within their assigned management area to check, verify, and monitor the handling process, and report the results to the Forest Protection Department.
- Provincial Forest Protection Sub-departments follow early fire points detected from satellite images, combining early fire detection at watchtowers and checkpoints to promptly discover forest fire points; direct Forest Protection Units and forest owners to check, verify, and organize fire fighting promptly.
- Forest owners organize patrols; apply scientific and technological methods and use means and equipment to monitor and detect early forest fires; provide information when detecting forest fires and organize fire fighting promptly; organize watchtower staffs, and control people entering and leaving the forest.
- Forest protection agencies, forest owners, and local authorities at all levels establish hotlines and use social media to receive forest fire reports from the public.
