General Principles on the Construction, Repair, and Renovation of Bridges Over Rivers with Dikes
Based on Article 3 of Decision 19/2021/QD-TTg (Effective from July 15, 2021) which stipulates as follows:
The construction, repair, and renovation of bridges over rivers with dykes must ensure compliance with the legal regulations, technical standards on transportation, construction, and the following principles:
Alignment with flood prevention and control planning of the river with dykes, dyke planning; flood prevention and control plans of the river with dykes, development plans of the dyke system within the province's planning approved by the competent authority. In case the provincial planning has not been approved by the competent authority, written consent from the Ministry of Agriculture and Rural Development for projects affecting two or more provinces or from the provincial People's Committee for projects affecting only within the province's scope is required.
The construction, repair, and renovation of bridges over rivers with dykes must ensure the drainage of design floods and historical floods of the river, unobstructed flow, dyke safety, and waterway traffic safety according to legal regulations.
Selection of structure and arrangement of bridge piers must be appropriate and align with the flow direction to minimize narrowing of the river channel and changes in the river's flow policies.
