From July 15, 2023, will low-efficiency energy-using equipment be phased out in Vietnam?

On May 24, 2023, the Prime Minister issued Decision 14/2023/QD-TTg promulgating the list and roadmap of energy-using vehicles and equipment that must be eliminated and low-efficiency generating sets are not newly built.

Decision 14/2023/QD-TTg will be applied to state agencies, enterprises, organizations and individuals engaged in the import, production and trading of goods specified in Article 3 of this Decision 14/2023/QD-TTg.

However, it will not be applied to vehicles and equipment temporarily imported for re-export, repair, replacement, and energy efficiency testing.

Decision 14/2023/QD-TTg takes effect from July 15, 2023 and Decision 24/2018/QD-TTg will be anulled from July 15, 2023.

What are means and low-efficiency energy-using equipment that must be eliminated in Vietnam?

Pursuant to Article 3 of Decision 14/2023/QD-TTg stipulating list and roadmap of means and low-efficiency energy-using equipment that must be eliminated as follows:

- Group of household appliances:

+ Compact fluorescent lamps, electronic ballasts for fluorescent lamps, electromagnetic ballasts for fluorescent lamps, tube fluorescent lamps;

+ Storage water heater, infrared cooker, induction cooker, LED light, ductless air conditioner, household washing machine, television set, rice cooker, electric fan, refrigerator and freezer.

- Group of office and commercial equipment:

Computer monitors, copiers, printers, laptops, desktops and commercial refrigerators.

- Group of industrial equipment: Three-phase asynchronous electric motors with squirrel cage rotors, distribution transformers, LED lights for street and street lighting, boilers in industrial enterprises.

The above groups of means and equipment, that are not allowed to be imported, produced and sold domestically, are those with energy efficiency failed to meet the minimum energy efficiency level specified in the Vietnamese Standards.

What types of coal and gas generating sets in low-efficiency thermal power plants in Vietnam are not allowed to be newly built?

Pursuant to Article 3 of Decision 14/2023/QD-TTg stipulating list and roadmap of means and low-efficiency energy-using equipment that must be eliminated as follows:

- Fail to approve investment policy in coal and gas-fired thermal power plants with energy efficiency lower than the prescribed efficiency corresponding to the capacity range of the generating set as prescribed.

- Not allowed to operate coal and gas generating sets whose efficiency at the time of commercial operation is lower than the specified efficiency corresponding to each capacity range of the set as prescribed.

What are responsibilities of the Ministry of Science and Technology in managing and supporting the removal of energy-using vehicles and equipment that must be removed, and low-efficiency generating sets that are not newly built in Vietnam?

Pursuant to Article 4 of Decision 14/2023/QD-TTg stipulating responsibilities of the Ministry of Science and Technology as follows:

Implementation organization

1. The Ministry of Science and Technology is responsible for

a) Assume the prime responsibility for, and coordinate with ministries, ministerial-level agencies, government-attached agencies and People's Committees of provinces and central-affiliated cities in, implementing solutions to support the removal of vehicles, energy-using equipment must be eliminated, low-efficiency generating sets must not be newly built as prescribed in this Decision.

b) Assume the prime responsibility for, and coordinate with concerned ministries and branches in, formulating national standards on energy efficiency and minimum energy efficiency levels of energy-intensive vehicles and equipment.

c) Based on the socio-economic development situation and state management requirements in the course of implementation, assume the prime responsibility for, and coordinate with line ministries and sectors in, reviewing and submitting to the Prime Minister for decision. intend to amend, supplement or replace the list of energy-using vehicles and equipment that must be eliminated and generating sets that are not newly built.

2. The Ministry of Industry and Trade is responsible for

a) Assume the prime responsibility for, and coordinate with the Ministry of Science and Technology in, inspecting and inspecting the compliance with regulations on the elimination of low-efficiency energy-using equipment and low-efficiency generating sets that are not new construction specified in this Decision.

Thus, when managing and supporting the elimination of energy-using vehicles and equipment that must be removed, and low-efficiency generating sets that are not newly built, the Ministry of Science and Technology is responsible for as follows:

- Assume the prime responsibility for, and coordinate with ministries, ministerial-level agencies, government-attached agencies and People's Committees of provinces and central-affiliated cities in, deploying solutions to support the removal of vehicles and energy-using equipment must be eliminated, low-efficiency generating sets are not newly built.

- Assume the prime responsibility for, and coordinate with concerned ministries and branches in, formulating national standards on energy efficiency and minimum energy efficiency levels of energy-intensive vehicles and equipment.

- Based on the socio-economic development situation and state management requirements in the course of implementation, assume the prime responsibility for, and coordinate with line ministries and sectors in, reviewing and submitting to the Prime Minister for amending, supplementing or replacing the list of energy-using vehicles and equipment that must be removed and generating sets that are not newly built.
