According to Official Telegram 1170/CD-BGDDT in 2024 on proactively responding to No. 3 tyhpoon in Vietnam:
According to the National Center for Hydro-Meteorological Forecasting, at 16:00 on September 03, 2024, the eye of No. 3 tyhpoon (Yagi) was on the eastern sea area of the North East Sea, with the strongest wind near the typhoon's center reaching level 10 (89 - 102km/h), gusting to level 12. It is forecasted that No. 3 tyhpoon has the potential to directly hit the northern provinces with very strong intensity, especially in the provinces and cities: Quang Ninh, Hai Phong, Thai Binh, Nam Dinh, Ha Nam, Ninh Binh. To proactively respond to No. 3 tyhpoon, the Minister of Education and Training requires Directors of Education and Training Departments of northern provinces/cities from Nghe An outward to seriously implement the following tasks:
1. Closely monitor the developments of the Typhoon, be on duty 24/24 hours; maintain regular contact with authorities and local rescue forces to promptly respond in case of emergencies, implementing the "4 on-site" principle;
2. Direct educational institutions to organize the opening ceremony of the new school year in a concise, safe manner, suitable to the actual conditions of the locality. Absolutely do not hold opening ceremonies in areas with heavy rain at risk of landslides or flooding;

How will salary of employees in Vietnam subject to work suspension due to No. 3 typhoon Yagi be calculated?
According to Article 99 of the Labor Code 2019 stipulating the suspension pay in Vietnam:
Article 99. suspension pay
In cases of suspension of work, the worker is paid as follows:
- If due to the employer's fault, the worker is paid the full salary according to the labor contract;
- If due to the worker's fault, that worker is not paid; other workers in the same unit who have to stop working are paid according to the rate agreed by the two parties but not lower than the minimum wage;
- If due to power, water issues not caused by the employer's fault or due to natural disasters, fires, dangerous epidemics, enemy sabotage, relocation of the operation site at the request of competent state authorities or for economic reasons, the two parties agree on the suspension pay as follows:
a) If the suspension of work is 14 working days or less, the suspension pay is agreed upon but not lower than the minimum wage;
b) If the suspension of work exceeds 14 working days, the suspension pay is agreed upon by the two parties but the pay for the first 14 days must not be lower than the minimum wage.
Therefore, if workers have to stop working due to No. 3 tyhpoon Yagi, the suspension pay is determined through mutual agreement as follows:
- If the suspension of work is 14 working days or less, the suspension pay is agreed upon but not lower than the minimum wage;
- If the suspension of work exceeds 14 working days, the suspension pay is agreed upon by the two parties but must ensure the pay for the first 14 days is not lower than the minimum wage.
What Level Must a Typhoon Reach to be Considered a Super Typhoon in Vietnam?

In this Decision, the following terms are understood as below:

5. Strong wind at sea is wind with a speed of level 6 or higher occurring at sea, determined as an average over a 2-minute observation period (measured in Beaufort wind scale levels).
6. A tropical depression is a tropical cyclone with the maximum wind speed from level 6 to level 7 and possibly with gusts (Appendix III of this Decision).
7. A typhoon is a tropical cyclone with the maximum wind speed from level 8 and can have gusts. A typhoon with the maximum wind speed from level 10 to level 11 is called a strong typhoon, from level 12 to level 15 is called a very strong typhoon, and from level 16 and above is called a super typhoon (Appendix III of this Decision).
