Criteria and Conditions for Positions of the Strategic Environmental Assessment Report Appraisal Council

Conditions and criteria for positions on the strategic environmental assessment evaluation council are stipulated in Article 19 of Circular 27/2015/TT-BTNMT on strategic environmental assessment, environmental impact assessment, and environmental protection plans issued by the Minister of Natural Resources and Environment. Specifically:

- The Chairman or Deputy Chairman of the council must be an environmental expert or an expert in the project's field of expertise with at least seven (07) years of experience if holding a bachelor's degree, at least five (05) years of experience if holding a master's degree, at least three (03) years of experience if holding a doctoral degree, or must be a leader of the appraisal agency or the appraisal standing agency.

- The review member must be an environmental expert or a specialist in the project's field of expertise with at least seven (07) years of experience if holding a bachelor's degree, at least five (05) years of experience if holding a master's degree, at least three (03) years of experience if holding a doctoral degree.

- The secretary member must be an official of the appraisal standing agency.

- Council members must be environmental experts or specialists in fields related to the project with at least three (03) years of experience if holding a bachelor's degree, at least two (02) years of experience if holding a master's degree, at least one (01) year of experience if holding a doctoral degree.
