Completion of institutions and policies on water resource use in the Bang Giang - Ky Cung river basin in same period 2021-2030 in Vietnam

Pursuant to Subsection 1, Section V, Article 1 of Decision 1969/QD-TTg of 2021 stipulating completion of institutions and policies on water resource use in the Bang Giang - Ky Cung river basin in same period 2021-2030 as follows:

1. Improve institutions, policies, and standards on exploitation, use, and reuse of water resources

a) Review, amend and supplement regulations on management and protection of aquatic resources, protection and development of watershed forests; standards and regulations on water quality and water reuse. Amending and supplementing financial mechanisms; mechanism to attract and mobilize financial resources in exploiting, using, protecting, preventing and overcoming harmful consequences caused by water.

b) Review and supplement mechanisms on cross-border water resource use.

c) Review and adjust plans related to water resource exploitation and use, ensuring consistency and synchronization between plans.

What is regulation, allocation, development and protection of water resources in the Bang Giang-Ky Cung river basin in period 2021-2030 and the vision to 2050 in Vietnam?

In Subsection 2, Section V, Article 1 of Decision 1969/QD-TTg of 2021, regulations on regulation, allocation, development and protection of water resources in the Bang Giang-Ky Cung river basin in period 2021-2030 and the vision to 2050 as follows:

2. Regulate, allocate, develop, protect water resources, use water economically and effectively, and reuse water to contribute to ensuring water resource security

a) Build and operate information systems and digital models to support decision-making to regulate water resource allocation in the Bang Giang - Ky Cung river basin.

b) Build and complete the meteorological, hydrological and water resources monitoring system in the Bang Giang - Ky Cung river basin.

c) Control water exploitation and use activities and wastewater discharge into water sources in the Bang Giang - Ky Cung river basin through connecting and transmitting information and data to the exploitation and use monitoring system according to regulations.

d) Improve the water storage capacity of existing water reservoirs on the principle of ensuring safety; Supplement and build new works to regulate, exploit, use and develop water resources to ensure multi-objectives, in accordance with this Planning and other relevant specialized planning.

d) Review and adjust reservoir operating procedures on rivers and streams in the Bang Giang - Ky Cung river basin to increase water supply capacity for the downstream, prevent and control floods and adapt to climate change.

e) Develop a plan to exploit and use backup water sources in case of incidents of water pollution, drought, or water shortage.

g) Protect and develop watershed protection forests, gradually restore degraded watershed protection forests in the upper reaches of Bang Giang river, Ky Cung river, and Bac Giang river.

h) Assess the ability to receive wastewater and the carrying capacity of water sources in the Bang Giang - Ky Cung river basin.

i) Establish a water source protection corridor and organize the implementation of measures to protect and prevent landslides, river beds, banks, and inter-provincial water source protection corridors in the Bang Giang - Ky Cung river basin according to regulations.

k) Organize investigation, assessment, observation and monitoring of flow developments, sedimentation, landslides, landslides in riverbeds, banks and banks on inter-provincial rivers.

l) Delineate areas where underground water exploitation is restricted and fill exploration and exploitation boreholes that are no longer in use according to regulations.

m) Develop flood maps in downstream areas of dams and reservoirs to respond, prevent, combat and overcome harmful effects caused by water.

n) Convert production and apply economical irrigation models, especially in areas with frequent droughts and water shortages.

o) Strengthen collection and treatment of urban wastewater.

3. Science, technology and international cooperation

a) Apply science and technology to use circulating water, save and reuse water, manage and protect water sources.

b) Strengthen international cooperation in exchanging and providing information on cross-border water sources, research and transfer of science and technology to use circulating water, save and reuse water.
