On October 27, 2023, the Prime Minister issued Decision 1261/QD-TTg in 2023 on Approving the Project "Modernization of the Hydrometeorological Industry until 2025 and the period 2026-2030".

Approve the Project "Modernization of the Hydrometeorological Industry to 2025 and the period 2026-2030" (hereinafter referred to as the Project) with the following main contents:

d) Hydrometeorological forecasts and warnings
Timely forecasts and warnings, ensuring reliability, on par with advanced countries in the region with some specific indicators as follows:
- Daily hydrometeorological forecasts under normal weather conditions have a reliability of 80-85%.
- Forecast with sufficient reliability the trajectory and intensity of tropical depressions 2-3 days in advance, increase the warning period of orbit and storm intensity 3-5 days in advance.
- Reliable flood forecasts and warnings for major river systems in the North 2-3 days in advance, in the Central region 1-2 days in advance, in the South 10 days in advance; Increase the quality of heavy rain forecasts 2-3 days in advance by 5-10% compared to 2020; Reliable warnings of flash floods and landslides 6 hours in advance; increase the weather forecast period to 10 days, warn of trends of some dangerous hydrometeorological phenomena to 01 month, warn of ENSO phenomenon affecting Vietnam, drought, saltwater intrusion from 03 month to 01 year; Improve the quality of hydrometeorological forecasts and warnings, leading countries in the ASEAN region.
- Provide 100% information on natural disaster zoning, natural disaster risks, climate change monitoring, climate resources, and water resources to serve the construction and implementation of strategies, planning, and development plans socio-economic development, key national projects.
Thus, one of the goals of the Project "Modernizing the Hydrometeorological Industry to 2025 and the period 2026-2030" is to increase the weather forecast period to 10 days in Vietnam.

What is application of artificial intelligence to hydrometeorological monitoring activities in Vietnam?
According to Section 1, Article 1, Decision 1261/QD-TTg in 2023 on specific goals for the national hydro-meteorological monitoring station network and monitoring stations of ministries, branches and localities as follows:
- Research and apply remote monitoring technology using satellites, cameras, remote sensing, internet of things (IoT), artificial intelligence (AI) in monitoring activities for large-scale monitoring and forecasting.
In addition, there are a number of other goals as follows:
- Modernize hydro-meteorological monitoring technology by 2030, bringing the total number of automatic stations throughout the network to 95% for meteorological stations, water level measurement, rain measurement, wind measurement at altitude and at least 40 % for water flow measuring stations.
- Increase density, add 13 weather radar stations for mainland areas, border areas, islands and archipelagos under Vietnamese sovereignty;
- Develop a network of automatic marine meteorological stations;
- Integrate the national natural resources and environment monitoring network with the national hydrometeorological station network;
- Apply new and modern monitoring technologies to serve hydrometeorological monitoring and climate change monitoring.

What is increasing the density of national hydrometeorological stations by 2030 in Vietnam?
According to Subsection c, Section 3, Article 1 of Decision 1261/QD-TTg in 2023 on specific tasks and solutions for the network of national hydro-meteorological observation stations and specialized hydro-meteorological observation stations for Modernize the hydrometeorological industry as follows:
- Continue to invest in increasing the density of national hydrometeorological stations;
- Invest in equipment and technology for monitoring, collecting and processing data automatically for the national hydrometeorological station network;
- Add a network of automatic rain measuring stations, especially in areas where flash floods, landslides, and flooding often occur.
- Integrate and integrate the national hydrometeorological station network with the national environmental and natural resources monitoring network; between the national network of hydrometeorological monitoring stations and specialized monitoring stations of ministries, branches, localities, organizations and individuals.
