What are the duties and powers of the Director of the Aid for Social Protection Program Foundation VietNam?

In Clause 2, Article 12 of the Charter of the Aid for Social Protection Program Foundation VietNam promulgated together with Decision 434/QD-BNV in 2022, the duties and powers of the Director of the Aid for Social Protection Program Foundation VietNam are specified as follows:

2. The Director has the following duties and powers:

a) To direct and manage the activities of the Aid, complying with the Aid's expenditure standards in accordance with the resolutions of the Aid's Management Board, the Aid's Charter, and the provisions of the law;

b) To issue documents under the Director's executive responsibility and bear responsibility for their decisions;

c) To periodically report on the Aid's activities to the Aid's Management Board and competent state agencies;

d) To be responsible for managing the Aid's assets in accordance with the Aid's Charter and legal regulations on financial and asset management;

dd) To organize the implementation of the resolutions of the Aid's Management Board and the Aid’s operational plan;

e) To recruit, utilize, and implement policies for employees working at the Aid according to the resolutions of the Aid's Management Board, the Aid's Charter, and legal regulations;

g) To approve and sign contracts for borrowing, purchasing, selling assets, and other contracts of the Aid with a value of less than 500,000,000 VND (five hundred million Vietnamese dong) as decided by the President of the Aid's Management Board;

h) To perform other duties and powers as prescribed by law, the Aid's Charter, the decisions, and authorizations of the Aid's Management Board.

In Clause 3, Article 12 of the Charter of the Aid for Social Protection Program Foundation VietNam promulgated together with Decision 434/QD-BNV in 2022, the duties and powers of the Deputy Director of the Aid for Social Protection Program Foundation VietNam are specified as follows:

3. The Deputy Director of the Aid is appointed by the President of the Aid's Management Board at the proposal of the Director. The Deputy Director assists the Director in managing certain areas as assigned by the Director.
