Method of Task Assignment and Ordering for Manuscripts (Models)
Clause 1, Article 5 of Circular 32/2021/TT-BTTTT outlines the methods of task assignment and ordering for manuscripts (models), including the following steps:
a) Developing the subject, and outline; organizing the manuscript (commissioning research, creation, collection, compilation, or translation into different languages).
b) Completing the manuscript of the publication, including editing, proofreading; content appraisal, and editing (if any); finalizing the model (including the cover if the publication is a book).
Method of Task Assignment, Ordering, or Bidding for Printing and Distributing Publications
Clause 2, Article 5 of Circular 32/2021/TT-BTTTT states the methods of task assignment, ordering, or bidding for printing and distributing publications as follows:
- Task assignment, ordering, or bidding for the printing and distribution of publications
a) Assigning tasks and ordering the printing of publications for publishers with printing facilities that meet the legal requirements for printing publications and are assigned tasks and ordered manuscripts (models) of that publication. In case the publisher does not have printing facilities that meet the requirements to print publications, a bidding process will be organized to select a contractor for printing the publication according to the law on bidding and publishing.
b) Organizing a bidding process to select a contractor for distributing the publication in accordance with the law on bidding. In case the publisher meets the requirements for distributing electronic publications, tasks assignment, and ordering the distribution of electronic publications will be conducted according to the decision of the competent authority.
Method of Implementing Publications According to Programs and Schemes
Clause 3, Article 5 of Circular 32/2021/TT-BTTTT states the methods of task assignment, ordering, or bidding for printing and distributing publications as follows:
- In the case that publications are carried out according to Programs and Schemes approved by the Prime Minister of the Government of Vietnam, the methods will be implemented according to the approved Programs and Schemes.
