According to Article 58 of the Law on Road Traffic Safety and Order 2024, the points of a driver license are regulated as follows:
Points of a Driver License
The points of a driver license are used to manage the compliance with road traffic safety and order laws by drivers in the road traffic safety and order database system, including 12 points. The number of points deducted for each violation depends on the nature and severity of the traffic law violation. Data on the points deducted from the license of the violator will be updated in the database system immediately after the penalty decision takes effect and will be notified to the person whose license points are deducted.
A driver license that has not been completely deducted of points and has not been deducted any points within 12 months from the last point deduction will be restored to the full 12 points.
In the case where a driver license has been completely deducted of points, the license holder is not allowed to operate vehicles on roadways according to that license. After a period of at least 06 months from the date all points were deducted, the license holder may take a knowledge test on road traffic safety and order laws as prescribed in clause 7 of Article 61 of this Law organized by the Traffic Police force. If the results meet the requirements, the full 12 points will be restored.

What are cases of reissuance of driver licenses in Vietnam?
According to Article 62 of the Law on Road Traffic Safety and Order 2024 regarding the issuance, exchange, reissuance, and revocation of driver licenses:

- A driver license is issued to persons who pass the driver's examination with satisfactory results.
2. Persons holding a driver license may exchange or have their driver license reissued in the following cases:
a) The driver license is lost;
b) The driver license is damaged and no longer usable;
c) Before the expiration date on the driver license;
d) Changing information recorded on the driver license;
đ) The foreign driver license issued by a competent foreign authority is still valid;
e) The driver license issued by the Ministry of National Defense, Ministry of Public Security upon request or if the license holder no longer performs defense or security duties.
- Encouraged to exchange indefinite driver licenses issued before July 1, 2012, for driver licenses compliant with this Law.

Thus, a driver license is invalid in the following cases:
- The driver license has expired
- The driver license is revoked in the following cases:
+ The license holder no longer meets the health conditions as concluded by the medical examination and treatment facility for each type of driver license
+ The driver license is issued incorrectly
+ The driver license is held past the temporary holding period or the decision on administrative penalty enforcement has lapsed as stipulated by the law on handling administrative violations, and the violator does not collect the license without a legitimate reason
