In Section II.1, Action plan to update the implementation plan of the Strategy for the development of radio, television and electronic information in the 2021-2025 period, issued together with Decision 512/QD-BTTTT by 2023, strategic objectives in field of broadcasting and television are defined as follows:
1. In the field of radio and television
a) 80% of people in remote, border and island areas can listen to and watch radio and television channels serving political tasks and essential national and local propaganda information; 100% of the population of the remaining regions can listen and watch these channels.
b) Increase the broadcast time of local radio channels and television channels serving political tasks, essential information and propaganda (essential channels) of the locality; National essential TV channels are guaranteed to broadcast 24 hours a day
c) Ensure that the broadcasting time of domestically produced programs of radio and television channels in service of political tasks and national and local essential propaganda information reaches at least 70% of the total time. broadcast volume in 1 day of each program channel (in which, the duration of self-produced programs must be at least 30% of the duration of domestically produced programs); The exploitation of content from foreign program channels focuses on international news, science, technology, sports and entertainment and does not exceed 30% of the total broadcasting time in 1 day of that channel.
d) Increase service revenue of radio and television stations from 9,000 billion VND to 10,500 billion VND.
dd) The percentage of essential radio and television channels provided on the Internet through websites or internet applications reaches 100%.
e) Increase pay TV subscribers from 17 million to 25 million users.
g) Increase pay TV revenue from VND 9,000 billion to VND 15,000 billion.
h) Increase OTT TV TV subscribers from 3 million to 12 million users.
i) Increase OTT TV TV revenue from VND 300 billion to VND 6000 billion.
k) Developing 02 national multi-media mainstream media agencies.
l) Issue technical standards on terrestrial digital radio broadcasting.

- Research and propose solutions to integrate applications, national digital platforms on smart devices, proceed to develop a number of standards/technical regulations for smart devices/TVs
- Implement online reporting system in the field of radio, television and electronic information
- Build a database system on license information in the field of radio, television and electronic information.
- Operate an electronic portal about online video games
- Operate the Department's fanpage to post fake news and management news in the field of radio, television and electronic information
(4) The work of directing and operating.
- Coordinate field management with the Departments of Information and Communications according to the Minutes of working cooperation
- Appraisal and grant of press cards for the period of 2021-2025 in the field of high school education
- Emulation and commendation work in the field of radio and television
- Organize a briefing session on management of pay radio and television services
- Deploy the quality management of radio and television services nationwide
