What are regulations on organizing the implementation of the cybersecurity strategy of the National Steering Committee for Cybersecurity and Safety in Vietnam?

Pursuant to Subsection 1, Section V, Article 1 of the Decision 964/QD-TTg in 2022 stipulating as follows:

1. National Cybersecurity and Safety Steering Committee

a) Assist the Prime Minister and Head of the National Cybersecurity and Safety Steering Committee in directing the preliminary and final review of the implementation of this Strategy.

b) Propose to the Prime Minister to direct and coordinate the handling of new, important, interdisciplinary, not yet regulated or overlapping, complicated cybersecurity issues in the content of this Strategy, need coordination between ministries, branches and functional agencies.

Pursuant to Subsection 2, Section V, Article 1 of the Decision 964/QD-TTg in 2022 stipulating as follows:

2. Ministry of Public Security

a) Assume the prime responsibility for, and coordinate in guiding, urging and inspecting agencies, organizations and enterprises to implement the contents of cybersecurity in the Strategy; organize a preliminary review, summary, synthesis and report to the Prime Minister on the implementation situation and propose and recommend new tasks to suit the actual situation with respect to the contents of cyber security under the Strategy.

b) Assume the prime responsibility for, and coordinate with ministries, branches, localities and relevant organizations and enterprises in performing the tasks assigned to the Ministry of Public Security in Part IV; perform the tasks specified in Section 1, Point d, Section 2, Section 3, Points a and d Section 4, Point e Section 5, Point b Section 6 Part IV according to their assigned functions and tasks.

c) Develop a plan to ensure internal political security and economic security in ministries and branches with cyber infrastructure, digital infrastructure, an important foundation for digital transformation and economic development on digital economy and digital society according to assigned functions and tasks.

3. Ministry of Information and Communications

a) Assume the prime responsibility for, coordinate, guide, urge and inspect agencies, organizations and enterprises to organize the implementation of the contents of cyberinformation security in this Strategy; organize preliminary, summarizing, summarizing and reporting to the Prime Minister on the implementation situation and propose and recommend new tasks to suit the actual situation with regard to the contents of cyberinformation security under the authority of the Prime Minister.

b) Assume the prime responsibility for, and coordinate with ministries, branches, localities and relevant organizations and enterprises in performing the tasks assigned to the Ministry of Information and Communications in Part IV; perform the tasks specified in Section 1, Point d, Section 2, Section 3, Points a and d Section 4, Point e Section 5, Point b Section 6 Part IV according to their assigned functions and tasks.

Pursuant to Subsection 4, Section V, Article 1 of the Decision 964/QD-TTg in 2022 stipulating as follows:

4. Ministry of Defense

a) Prevent, respond and handle risks and challenges from cyberspace according to assigned functions and tasks.

b) Assume the prime responsibility for, and coordinate with ministries, branches, localities and relevant organizations and enterprises in performing the tasks assigned to the Ministry of National Defense in Part IV; perform the tasks specified in Section 1, Point d, Section 2, Section 3, Points a and d Section 4, Point e Section 5, Point b Section 6 Part IV according to their assigned functions and tasks.
