Pursuant to Section I of the Plan for implementing the protection of state secrets and cybersecurity in 2022 of the Ministry of Science and Technology issued with Decision 635/QD-BKHCN, the purposes and requirements are as follows:

1. Continue to thoroughly grasp and implement seriously and effectively the State's legal documents, directions and instructions on protecting state secrets and cybersecurity, of the Ministry to officials, civil servants, public employees and workers under the Ministry.

2. Bringing the Ministry's state management of state management of state management and security protection into order, substance and effectiveness; raise awareness and promote the role of units and individuals in protecting state secrets and cybersecurity; proactively prevent, promptly detect and stop all activities that reveal or lose state secrets; Propose the implementation of measures to overcome shortcomings and limitations in the protection of state secrets and cybersecurity.

3. Ensure the direction and leadership of Heads of units and organizations in the work of protecting state secrets and cybersecurity, considering this as the most important political task. Heads of units, based on functions, tasks and actual situation, synchronously deploy solutions to make the protection of state secrets and cybersecurity a regular activity, avoiding formality and perfunctory.

What are key contents and assignment of responsibilities in the Plan to implement the protection of state secrets and cybersecurity in 2022 in Vietnam?

According to Section II Plan for implementing the protection of state secrets and cybersecurity in 2022 of the Ministry of Science and Technology issued with Decision 635/QD-BKHCN regulating key content and assignment of responsibilities as follows:

1. Organize a training conference on the protection of state secrets and cybersecurity.

- Leading unit: Ministry Office, Information Technology Center.

- Coordinating units: Units under the Ministry.

- Time: May, June 2022.

- Requirements: Foster knowledge, provide guidance, answer questions and make recommendations related to the protection of state secrets and cybersecurity.

2. Develop and complete internal rules, processes, regulations and plans to protect state secrets and cybersecurity applied at the units.

- Responsible unit: Units under the Ministry.

- Coordinating unit: Ministry Office, Information Technology Center.

- Time: May 2022.

- Requirements: Suitable for work practice; functions and tasks of the unit; Ensuring strict implementation of laws on protection of State and Security Forces.

3. Assign unit leaders, full-time or part-time civil servants to carry out the work of protecting State BMN and cybersecurity.

- Responsible unit: Units under the Ministry.

- Time: May 2022.

- Requirement: Attach responsibility to unit leaders, civil servants and public employees in carrying out the work of protecting State BMN and cybersecurity.

4. Invest and build physical infrastructure, equipment and techniques to serve the protection of State BMN and cybersecurity.

- Responsible unit: Units under the Ministry.

- Time: May 2022.

- Requirements: Meets legal regulations on protection of state secrets and cybersecurity.

5. Check the implementation of legal regulations on the protection of State and Security Forces at units under the Ministry.

5.1.Self-inspect the implementation of legal regulations on the protection of State and Security Forces at units under the Ministry.

- Responsible unit: Units under the Ministry.

- Time: June 2022.

- Requirement: Review the implementation of legal regulations on the protection of State secrets and cybersecurity; Complete the system of books, forms, etc.

5.2. Establishment of a Team to inspect the implementation of legal regulations on the protection of State and Security Forces at units under the Ministry.

- Leading unit: Ministry Office, Information Technology Center.

- Coordinating units: Units under the Ministry.

- Time: June, July 2022.

- Requirement: Evaluate the level of compliance and implementation of legal regulations on the protection of state secrets and cybersecurity; Instructions to overcome shortcomings and limitations.

6. Strengthen propaganda, dissemination, and guidance on the implementation of legal regulations on the protection of State secrets and cybersecurity.

- Responsible unit: Units under the Ministry.

- Coordinating unit: Ministry Office; Center of Information and Technology.

- Time: From Quarter II/2022 - Quarter IV/2022

- Requirement: Propagate and thoroughly grasp to all officials, civil servants, public employees and employees of the unit the legal documents of the State and the Ministry on the protection of State secrets and cybersecurity.
