In Article 10 of Circular 02/2023/TT-BTTTT, there are regulations on the application of information technology in implementation of periodical reporting regime of the Ministry of Information and Communications as follows:
1. Agencies, units, organizations, enterprises, individuals and related subjects are responsible for increasing the application of information technology in the implementation of the periodical reporting regime, proceed to make electronic reports, create favorable conditions for the collection and sharing of information, saving time and costs for the reporting subjects.
2. The legal value of electronic reports and the use of electronic signatures shall comply with the provisions of law.

What information should be included in request for publication of a periodical report under the State management of the Ministry of Information and Communications in Vietnam?
In Clause 2, Article 9 of Circular 02/2023/TT-BTTTT, there are regulations on publication of the list of periodical reporting regimes, specifically as follows:
The list of periodical reports (regular reporting regimes) under the promulgation competence of the Government, the Prime Minister or the ministries and ministerial-level agencies promulgate according to the competence prescribed by the Ministry of Finance. Information and Communication or implementing agencies and units under the implementation must be published and publicized on the electronic portal of the Ministry of Information and Communications according to the following procedure:
1. Agencies and units under the Ministry of Information and Communications are responsible for reviewing and formulating the request for publication of the list of periodical reports specified in legal documents . assigned to preside over the drafting.
2. Within 15 (fifteen) days from the effective date of the legal document regulating the reporting regime, the drafting agency or unit shall send a request for publication a list of regulations on reporting regimes to the Ministry's Office (according to form No. 01 in Appendix III issued together with this Circular). The content of the announcement includes:
a) Name of the report;
b) The object of the report;
c) The agency receiving the report;
d) Frequency of reporting;
dd) The law prescribes the reporting regime.
3. The Ministry's Office reviews and summarizes and submits it to the Ministry's Leaders for consideration and signing of the Decision on Announcement (under form No.02, Appendix III issued together with this Circular) within 20 days from the effective date of the legal document regulating the periodical reporting regime.
4. The Information Center is responsible for posting, updating and maintaining the list of periodical reporting regimes on the Ministry's electronic information portal.
Thus, the published contents of the periodical report under the state management of the Ministry of Information and Communications in Vietnam include:
- Name of the report;
- Subjects of the report;
- The agency receiving the report;
- Frequency of making reports;
- Document stipulating the reporting regime.
What are regulations on order of priority for the forms of sending periodic reports in Vietnam?
In Article 7 of Circular 02/2023/TT-BTTTT, order of priority for the forms of sending periodic reports is as follows:
Periodic reports are sent in one of the following forms in order of priority:
1. To submit an electronic written report using the digital signature of an authorized person of the agency, organization or unit and enclose the file in the format of word, excel or other forms as prescribed in legal documents promulgating the periodical reporting regime.
2. Report in writing and paper signed by a competent person and affixed with agency, organization or unit seal as prescribed, for agencies and organizations that have not yet connected to the Information System press release of the Ministry of Information and Communications.
How many days in advance must relevant agencies, organizations, enterprises and individuals send periodic reports in Vietnam?
In Clause 1, Article 6 of Circular 02/2023/TT-BTTTT, time limit for sending reports in periodical reporting mode is as follows:
1. Time limit for relevant agencies, organizations, enterprises and individuals to send periodical reports to the agencies or units that receive periodical reports:
a) No later than the 15th ( ten m ) of the reporting month, for monthly periodical reports;
b) No later than 06 (six) of the last month of the quarter for quarterly periodic reports;
c) No later than 06 (six) of June (six) for periodic reports of 06 (six) months;
d) No later than the 25th (twenty-five) of November ( November) for annual periodic reports .
2. Agencies and units under the Ministry receive periodical reports from agencies , organizations and individuals responsible for reviewing , analyzing, synthesizing and sending reports . About the Ministry of Information and Communications ( Ministry Office) :
a) No later than the 16th (ten second ) of the reporting month, for monthly periodic reports;
b ) No later than the 8th (eighth) of the last month of the quarter for quarterly periodic reports ;
c) No later than 8 (eight) of June (six) for the periodical report every 06 (s a u) month;
d) No later than November 27 (twenty-seventh) November (November) for annual periodical reports.
3. Departments of Information and Communications receive periodical reports from agencies, organizations and individuals who are responsible for reviewing, analyzing, synthesizing and sending them to the Ministry of Information and Communications . Mr. (Agencies, units under the Ministry or the Office of the Ministry):
a) No later than the 16th (sixteenth) of the reporting month, for monthly periodic reports;
b) No later than 08 ( eight ) day of the last month of the quarter for the quarterly report ;
c) No later than 8 (eight) of June (six) for periodic reports of 06 (six) months;
d) No later than the 27th (twenty-seventh ) of November ( November) for the annual report .
As such in Vietnam, relevant agencies, organizations, enterprises and individuals must send periodic reports within the time limit:
- No later than the 15th (fifteenth) of the reporting month, for monthly periodic reports;
- No later than the 6th (sixth) of the last month of the quarter for quarterly periodic reports;
- No later than 06 (six) June (six) for periodical reports every 06 (six) months;
- No later than 25 (twenty-five) November (November) for annual periodical reports.
