In Which Cases Is an Inspector Card Reissued?
Pursuant to Article 8 of Circular 05/2024/TT-TTCP, an Inspector Card is reissued in the following cases:
- The inspector is appointed to a higher rank;
- The Inspector Card has expired;
- Due to changes in card number, name, workplace, or other reasons leading to the need for updating the information of the cardholder.

When Is the Inspector Card Reissued?
Pursuant to Article 9 of Circular 05/2024/TT-TTCP, the reissuance of an Inspector Card is regulated as follows:
Reissuance of Inspector Card
1. An inspector is considered for reissuance if the Inspector Card is lost or damaged due to objective reasons.
- Procedures for reissuing the Inspector Card
a) The inspector submits an application for reissuing the Inspector Card, detailing the reasons for the loss or damage of the card and requesting a new one;
b) The Chief Inspector of the divisions, districts, cities under provincial level, cities under central authority evaluates, confirms the reasons for the loss or damage, and proposes the reissuance to the Chief Inspector of the province. The Chief Inspector of provincial police, Chief Inspector of bodies under the Ministry of Defense evaluates, confirms the reasons for the loss or damage, and proposes the reissuance to the Chief Inspector of the Ministry of Public Security, Chief Inspector of the Ministry of Defense.
The Chief Inspectors of General Departments, Departments under the Ministry evaluate, confirm the reasons for the loss or damage, and propose the reissuance to the Chief Inspector of the Ministry;
c) The Chief Inspector of the Ministry, Chief Inspector of the province, Chief Inspector of Vietnam Social Security, Chief Inspector of Cryptography evaluates, compiles the list, and sends a request to the Minister, Chairman of the Provincial People's Committee, General Director of Vietnam Social Security to consider and decide on reissuance of the Inspector Card.
For inspectors under the Government Inspectorate, the head of the direct managing unit evaluates, confirms the reasons for the loss or damage, and sends a request for reissuance to the Personnel Department for compilation;
d) Based on the dossier and the request, the Minister, Chairman of the Provincial People's Committee, General Director of Vietnam Social Security considers and decides on reissuance of the Inspector Card.
- Dossier for reissuance of the Inspector Card includes:
a) Application for reissuance of the Inspector Card;
b) Official Dispatch requesting reissuance of the Inspector Card;
c) List requesting reissuance of the Inspector Card made according to Form No. 03 attached to this Circular;
d) 02 color portrait photos in the inspector's uniform, size 20 mm x 30 mm, with the full name and unit written on the back.
Therefore, the Inspector Card is reissued when:
- The Inspector Card is lost;
- The Inspector Card is damaged due to objective reasons.
When Will the Inspector Card Be Revoked?
Pursuant to Article 11 of Circular 05/2024/TT-TTCP, the revocation of the Inspector Card is regulated as follows:
Revocation of Inspector Card
1. The revocation of the Inspector Card is conducted in the following cases:
a) Inspectors are dismissed from their duties according to Article 42 of the Inspectorate Law;
b) Cases of reissuance of the Inspector Card according to Clause 2, Article 8 of this Circular.
Inspectors are responsible for returning the Inspector Card when falling into the cases specified in Clause 1 of this Article.
Heads of the inspectorate bodies and the Chief of Personnel Department under the Government Inspectorate shall perform the revocation, corner cutting of the Inspector Card, and report to the authority that issued the card.
Therefore, the Inspector Card will be revoked when:
- Inspectors are dismissed;
- Cases of reissuance of the Inspector Card:
+ The inspector is appointed to a higher rank;
+ The Inspector Card has expired;
+ Due to changes in card number, name, workplace, or other reasons leading to the need for updating the information of the cardholder.
