Set of criteria for new rural communes for the period of 2021 - 2025

The Prime Minister issued Decision 318/QD-TTg promulgating the national set of criteria for new rural communes and the national set of criteria for advanced new rural communes for the 2021-2025 period.

1. National set of criteria for new rural communes for the period of 2021-2025

According to Appendix I issued together with Decision 318/QD-TTg , the national set of criteria for new rural communes has 19 criteria, specifically:

- The Planning group has 01 criteria: Planning;

- Socio-economic infrastructure group has 08 criteria: Traffic; Irrigation and natural disaster prevention and control; Electricity; School; Cultural facilities; Rural commercial infrastructure; Information and communication; Residential housing;

- Economic group and production organization have 04 criteria: Income; Multidimensional poverty; Labor; Organization of production and rural economic development;

- The Culture - Society - Environment group has 06 criteria: Education and Training; Medical; Cultural; Environment and food safety;

- Group of political system has 02 criteria: political system and access to law; Defense and security.

In which, for each criterion, specify the general criteria as well as the criteria for each region: Northern Midlands and Mountains; Red river delta; North Central; South Central Coast; Highlands; South East; Mekong Delta. For example:

- In terms of per capita income in 2022, the general target is 48 million VND/person or more; and for each region as follows:

+ The Northern Midlands and Mountainous Areas and the North Central Region are from 39 million VND/person or more;

+ The Red River Delta region is from 53 million VND/person or more;

+ The South Central Coast, Central Highlands is from 44 million VND/person or more;

+ The Southeast region is from 62 million VND/person or more;

+ The Mekong Delta is from 53 million VND/person or more.

- Medical criteria have 4 contents:

+ Percentage of people participating in health insurance (applicable to both men and women);

+ Communes meet the national standards on health; rate of children under 5 years old with stunting (height for age);

+ Percentage of population with electronic medical records.

2. Newly enhanced set of criteria for rural communes for the period 2021-2025

According to Appendix II issued together with Decision 318/QD-TTg , newly enhanced rural communes in the 2021-2025 period are communes:

- Meet new rural standards (fully meet the standards required by the set of national criteria for new rural communes for the 2021-2025 period in Section 1).

- Reaching the criteria of newly-advanced rural communes for the period of 2021 - 2025, including 19 criteria as follows:

+ Planning;

+ Traffic;

+ Irrigation and natural disaster prevention and control;

+ Electricity;

+ Education;

+ Culture;

+ Rural commercial infrastructure;

+ Information and Communication;  

+ Residential houses;

+ Income;

+ Multidimensional poverty;

+ Labor;

+ Organization of production and rural economic development;

+ Medical;

+ Public administration;

+ Access to the law;

+ Environment;

+ Quality of living environment;

+ Defense and Security.

In which, in terms of income per capita in 2022, the general target is from 58 million VND/person or more; As for regions:

+ The Northern Midlands and Mountainous Region, the North Central Region is from 47 million VND/person or more;

+ The Red River Delta and the Mekong River Delta are from 64 million VND/person or more;

+ The South Central Coast, Central Highlands is from 52 million VND/person or more;

+ The Southeast region is from 76 million VND/person or more.

Note: For extremely difficult communes, safe communes in poor districts and districts that have just escaped poverty in the 2018-2020 period, the level of meeting the new rural standard or the newly enhanced rural standard shall be applied according to regulations. standards for the Northern Midlands and Mountains.
