Regarding this matter, LawNet would like to answer as follows:
Below is the content mentioned in Notification 203/TB-VPCP dated May 6, 2024, on conclusion of the 8th session of the National Committee for Digital Transformation issued by the Government Office.
The Prime Minister of Vietnam requests the Ministry of Public Security to focus on implementing the following key tasks:
- Enhance the deployment of tasks under Scheme 06; in May 2024, conduct an interim review and disseminate the experience of implementing Scheme 06 for ministries, central authorities, and localities to study and build their own digital transformation projects, and replicate the implementation model of Project 06 nationwide.
- Chair and coordinate with relevant agencies to urgently complete the documentation for proposing the development of the Law on Personal Data Protection and the Law on Data and submit it to the Government.
- Continue expanding features on the VNeID application and study and propose relevant legal regulations; focus on effectively implementing the pilot issuance of Judicial Record Certificates in Hanoi and Thua Thien Hue before scaling up.
- Accelerate the progress of building the National Data Center.
At the same time, instruct ministries, central authorities, and localities to strictly implement the Government's directives, the Prime Minister's directives, the National Committee for Digital Transformation's action plan for 2024, and the tasks in Scheme 06, with a focus on implementing the following key tasks and solutions:
- Urgently complete the composition of the Digital Transformation Steering Committee before May 10, 2024, ensuring strong, substantive, and effective operations.
- Prioritize resources to ensure the completion of assigned tasks in the National Digital Transformation Program and the 03 Strategies: (i) Development of E-Government; (ii) Development of Digital Economy and Digital Society; (iii) Development of Digital Data. In which, promptly resolve overdue tasks and backlog in the period of 2022–2023.
- Study the experience of the Ministry of Public Security in implementing Scheme 06, develop digital transformation schemes for ministries, central authorities, and localities, ensuring connection with Scheme 06 in the first half of 2024 (before June 30, 2024).
- Remove difficulties and complete the implementation of the remaining 12 out of 53 essential public services according to Decision 06/QD-TTg, Decision 422/QD-TTg, and and 20 priority public services according to Decision 206/QD-TTg; the connect administrative procedure information systems with the National Public Service Portal, the monitoring system, and the measurement of service provision and usage (EMC system).
Request 07 People's Committees of An Giang, Can Tho, Dak Nong, Kien Giang, Soc Trang, Tay Ninh, and Ho Chi Minh City to urgently organize the issuance of resolutions on exemption and reduction of fees, charges for online public services. Complete this by May 2024.
- Conduct a comprehensive review and evaluation of network information security, cyber security, and citizen's security for information systems within the management scope according to the guidance of the Ministry of Public Security, Ministry of Defense, and Ministry of Information and Communications.
- Review and adjust the administrative procedure information system at the ministerial and provincial levels according to Circular 21/2023/TT-BTTTT dated December 31, 2023, regulating the functions and technical features of the administrative procedure information system at the ministerial and provincial levels; ministries, central authorities, and localities that have not completed the integration of remote digital signature solutions into the National Public Service Portal, coordinate with the Ministry of Information and Communications to deploy, implement, and complete in the second quarter of 2024.
- Localities closely cooperate with telecommunications and electricity enterprises to eliminate mobile signal dead zones in villages and communes that already have the national power grid, to be completed before December 2024; continue to improve the quality of mobile broadband networks.
