The organizational structure of the Ho Chi Minh City Department of Health is specified in Article 16 of the Regulations on the Functions, Tasks, Powers, and Organizational Structure of the Department of Health of Ho Chi Minh City issued together with Decision 29/2022/QD-UBND as follows:
(i) Director, Deputy Directors of the Department of Health
- The Department of Health has a Director and no more than 04 Deputy Directors.
- The Director of the Department of Health is a member of the City People's Committee elected by the City People's Council, appointed by the Chairman of the City People's Committee, responsible to the City People's Committee, the Chairman of the City People's Committee, and the law for the implementation of the functions, tasks, and powers of the Department of Health and the performance of the tasks and powers of the City People's Committee members according to the working regulations of the City People's Committee and the Decision on assignment of tasks to the members of the City People's Committee. The Director of the Department of Health does not concurrently hold the position of head of an agency or unit under the Department, except as otherwise provided by law.
- Deputy Directors of the Department of Health are appointed by the Chairman of the City People's Committee upon the proposal of the Director of the Department of Health, assisting the Director of the Department of Health in performing specific tasks assigned by the Director of the Department of Health and being responsible to the Director of the Department of Health and the law for the performance of the assigned tasks. In the absence of the Director of the Department of Health, a Deputy Director of the Department of Health authorized by the Director of the Department of Health shall be responsible for managing the activities of the Department of Health.
- The appointment, transfer, rotation, commendation, discipline, resignation, retirement, and implementation of other regimes and policies for the Director, Deputy Directors of the Department of Health are decided by the Chairman of the City People's Committee in accordance with the provisions of the law.
(ii) General advisory and specialized professional organizations under the Department of Health
- Office;
- Inspectorate;
- Personnel Organization Division;
- Medical Affairs Division;
- Pharmaceutical Affairs Division;
- Planning and Finance Division;
- Health Services Management Division;
- Information Technology Division.
(iii) Subordinate agencies and public service units under the Department of Health
- Sub-Department Population and Family Planning Bureau.
The Sub-Department Population and Family Planning Bureau has legal status, a seal, a separate account, and its organizational structure is implemented in accordance with the provisions of the law to ensure compliance with the management requirements of the health sector.
- The Department of Health has subordinate public service providers. The specific number and name of the public service providers are specified in the attached Appendix.
- The establishment, reorganization, and dissolution of subordinate public service providers under the Department of Health are carried out in accordance with the provisions of the current law.
- The ranking and re-ranking of subordinate public service providers under the Department of Health are carried out in accordance with the provisions of the current law. All units that have been ranked and not ranked shall be considered for ranking and re-ranking according to the regulations. After 5 years (60 months) from the date of the ranking decision, the competent authority shall be responsible for reviewing and re-ranking the subordinate public service providers.
(iv) Delegation of authority to regulate the specific functions, tasks, powers, and organizational structure of the agencies and public service providers under the Department of Health
- The Director of the Department of Health decides on the specific regulations on the functions, tasks, powers, and organizational structure of the agencies and public service providers under the Department of Health under the authority of the decision of the City People's Committee as stipulated in Clause 21, Article 2 of Circular 37/2021/TT-BYT dated December 31, 2021, of the Ministry of Health guiding the functions, tasks, and powers of the Department of Health under the People's Committee of the province, centrally-run city, and the Health Department under the People's Committee of the district, town, and city under the province, centrally-run city.
- If there are other provisions on the authority to decide on the specific regulations on the functions, tasks, powers, and organizational structure of the agencies and public service providers under the Department of Health, such provisions shall be implemented according to the specialized laws.
(v) The heads and deputies of the heads of agencies and units under the Ho Chi Minh City Department of Health
- The heads and deputies of the heads of agencies and units under the Ho Chi Minh City Department of Health are appointed and dismissed by the Director of the Department of Health in accordance with the provisions of the law and the delegation of authority by the Ho Chi Minh City People's Committee.
- The heads of agencies and units under the Ho Chi Minh City Department of Health are responsible to the Director of the Department of Health, the law for the implementation of the assigned functions, tasks, powers, and the performance of the functions and tasks of the assigned agencies and units.
- The deputies of the heads of agencies and units under the Ho Chi Minh City Department of Health assist the heads in overseeing, directing certain aspects of work, and are responsible to the Director of the Department of Health, the heads, and the law for the performance of the assigned tasks. In the absence of the heads, a deputy authorized by the head shall be responsible for managing the activities of the agency or unit.

- The appointment, transfer, commendation, discipline, resignation, retirement, and implementation of other regimes and policies for the heads and deputies of the heads of agencies and units under the Ho Chi Minh City Department of Health are decided by the Director of the Department of Health or according to the provisions of the specialized laws.
- The Department of Health is a specialized agency under the Ho Chi Minh City People's Committee with the function of advising and assisting the People's Committee in managing the state in the field of health, including the areas of preventive health; examination, treatment; functional recovery; medical examination, forensic medicine; traditional medicine; reproductive health; medical equipment; pharmaceuticals; cosmetics; health insurance; population, and other public services in the health sector as stipulated by law.
- The Department of Health has legal personality, a seal, and a separate account; complies with the directives and management of organization, staffing, and operations of the People's Committee; and also complies with the directives, guidance, inspection, and supervision of the Ministry of Health regarding professional and technical matters.
- The official international trading name of the Department of Health is DEPARTMENT OF HEALTH OF HO CHI MINH CITY (abbreviated as DOH HCMC).
- The headquarter of the Department of Health is located at 59-59B Nguyen Thi Minh Khai Street, Ben Thanh Ward, District 1, Ho Chi Minh City.
