When does student health insurance in Vietnam expire?

Based on the provisions in Article 13 of Decree 146/2018/ND-CP:

Validity period of health insurance cards

1. For the subjects specified in Clause 6, Article 2, the health insurance card is valid from the first month of receiving unemployment benefits as stated in the decision on unemployment benefits issued by the competent state authority.

2. For the subjects specified in Clause 7, Article 3 of this Decree:

a) In the case of children born before September 30: The health insurance card is valid until the end of September 30 of the year the child turns 6 years old (72 months);

b) In the case of children born after September 30: The health insurance card is valid until the end of the last day of the month the child turns 6 years old (72 months).

3. For the subjects specified in Clause 8, Article 3 of this Decree, the health insurance card is valid from the date of receiving social support as determined in the decision of the District People's Committee.

4. For the subjects specified in Clause 9, Article 3, and the subjects specified in Clause 1, Article 4 of this Decree who receive 100% health insurance premiums from the state budget, the health insurance card is valid from the date specified in the approval decision of the competent state authority.

5. For the subjects specified in Clause 10, Article 3 of this Decree, the health insurance card is valid from the date specified in the approval decision of the competent state authority.

6. For the subjects specified in Clause 14, Article 3 of this Decree, the health insurance card is valid immediately after donating body parts.

7. For the subjects specified in Clause 3, Article 4 of this Decree:

a) The health insurance card is issued annually for students of educational institutions, in which:

- For Grade 1 students: The validity starts from October 1 of the first year of primary school;

- For Grade 12 students: The card is valid until the end of September 30 of that year.

b) The health insurance card is issued annually for students of universities and vocational education institutions, in which:

- For first-year students: The card is valid from the date of enrollment, unless the health insurance card from Grade 12 is still valid;

- For final-year students: The card is valid until the last day of the month the course ends.

8. For other subjects, the health insurance card is valid from the date the participant pays the health insurance premium. In the case of initial or intermittent participation of 3 months or more in the financial year, the health insurance card is valid for 12 months from the date the card is valid according to Point c, Clause 3, Article 16 of the Health Insurance Law.

9. The validity of the health insurance card as stipulated in this Article corresponds to the health insurance premium paid, except for children under 6 years old.

Depending on the subject, the health insurance card has different validity periods as prescribed above. To be specific:

- For Grade 1 students: The validity starts from October 1 of the first year of primary school;

- For Grade 12 students: The card is valid until the end of September 30 of that year.

- Other subjects have health insurance valid during the school year.

Is it permissible to submit a request letter when reissuing a lost health insurance card within the deadline in Vietnam?

Based on Article 18 of the Health Insurance Law 2008 (amended by Clause 12, Article 1 of the Amended Health Insurance Law 2014):

Reissuance of health insurance cards

1. Health insurance cards are reissued in case of loss.

2. The person who loses the health insurance card must submit an application for reissuance.

3. Within 7 working days from the date of receiving the application for reissuance, the health insurance organization must reissue the card to the health insurance participant. During the waiting period for reissuance, participants are still entitled to health insurance benefits.

Thus, according to the above regulations, if the health insurance card is still valid but lost, it falls under the case of reissuance of the health insurance card and requires an application for reissuance.

If the health insurance card in Vietnam is still valid but tampered with, can it still be used?

Based on the provisions in Clause 4, Article 16 of the Health Insurance Law 2008:

4. The health insurance card is invalid in the following cases:

a) The card has expired;

b) The card has been tampered with or altered;

c) The cardholder no longer participates in health insurance.

5. The health insurance organization shall issue the health insurance card form after agreement with the Ministry of Health.

Thus, according to the above regulations, if the health insurance card is still valid but tampered with, it falls under one of the cases where the health insurance card is invalid.
