Transferability in education
1. Transferability in education is the act of using available study results to continue studying in other educational levels and qualifications within the same specialization or switch to another specialization, mode of education and training qualification with corresponding content requirements, ensuring transferability between educational levels and training qualifications of general education, vocational education and higher education.
2. Transferability in education must satisfy conditions of quality assurance. Educational programmes shall be designed with inheritability, integrating knowledge and skills based on the graduation standards of each educational level in the Vietnamese Qualifications Framework. Learners shall not have to relearn knowledge and skills accumulated in previous educational programmes.
3. The Government shall provide for the transferability between educational levels/training qualifications in the national educational system.
Thus, transferability in education involves:
- Using available study results to continue studying in other educational level
- Qualifications within the same specialization or switch to another specialization, mode of education and training qualification with corresponding content requirements, ensuring transferability between educational levels and training qualifications of general education, vocational education and higher education.

What are conditions for organizing enrollment in transferability in education between intermediate levels, college levels, and higher education levels in Vietnam?
Pursuant to Article 2 of Decision 18/2017/QD-TTg, a higher education institution with the following conditions is allowed to organize enrollment in transferability in education between intermediate, college, and higher education levels:
- For the field projected to enroll in transferability in education:
+ The higher education institution has a decision to open a regular higher education-level training program;
+ The higher education institution has been implementing a credit-based higher education-level training program for at least 03 (three) consecutive courses when deciding to conduct regular form transferability in education enrollment.
For transferability in education in the arts sector, the higher education institution has been implementing a regular form training program by credits or annual system for at least 03 (three) consecutive courses when deciding to conduct regular form transferability in education enrollment.
For transferability in education in the health sector, the higher education institution must ensure an additional condition of having at least one batch of regular form higher education-level students who have graduated.
- The higher education institution has issued regulations on recognizing the value of academic credit transfer and the amount of accumulated knowledge and skills exempted from the transferability in education program and made it public on the institution's official website.
What are required qualifications for candidates applying for transferability in education from intermediate and college levels to the higher education levels in Vietnam?
Pursuant to Clause 2, Article 4 of Decision 18/2017/QD-TTg, candidates for transferability in education must meet the current higher education admission requirements of the Ministry of Education and Training and possess one of the following qualifications:
- A diploma of intermediate level or college level issued by domestic training institutions. Persons with an intermediate-level diploma must have completed and passed the required volume of high school cultural knowledge as per the Ministry of Education and Training regulations;
- An intermediate or college-level diploma issued by foreign training institutions must be recognized according to the regulations of the Ministry of Education and Training or the Ministry of Labor - War Invalids and Social Affairs;
- For transferability in education in the health sector, candidates must have an intermediate or college-level diploma in health, with those holding a Physician diploma eligible to apply for higher education-level transferability in education in General Medicine, Traditional Medicine, Preventive Medicine, Dentistry; those holding an intermediate or college-level pharmacy diploma can apply for higher education-level transferability in education in Pharmacy.

Pursuant to Clause 2, Article 5 of Decision 18/2017/QD-TTg:
Transferability in education enrollment quota
- The regular form transferability in education enrollment quota and the part-time form transferability in education enrollment quota are part of the total annual determined quotas for each training field of the higher education institution, where the regular form transferability in education enrollment quota and the part-time form transferability in education enrollment quota do not exceed 20% of the regular form enrollment quota and the part-time form enrollment quota, respectively, for each training field.
In special cases requiring transferability in education to fulfill socio-economic development, security, and national defense tasks, the Ministry of Education and Training shall compile and report to the Prime Minister of the Government of Vietnam for decision.
2. Higher education institutions must publicly announce the transferability in education enrollment quotas by training field, target groups, and forms of enrollment, transferability in education on the institution's website and mass media at least 30 days prior to receiving transferability in education enrollment applications.
