What is the procedure for publicizing information about the admissions for Vietnam People's Public Security schools?

Based on the provisions of Article 5 of Circular 44/2021/TT-BCA, the procedure for publicizing information about the admissions for Vietnam People's Public Security schools is as follows:

- Based on the characteristics, nature, security level, and content that must be disclosed, the public security units, localities, and Vietnam People's Public Security schools use one, several, or all of the following forms of publicizing:

+ Posting on the electronic information portal of the public security units, localities, and Vietnam People's Public Security schools (if available);

+ Posting on mass media such as radio, newspapers, television, and electronic newspapers;

+ Notifying through administrative documents;

+ Announcing at key cadre conferences; unit conferences, meetings;

+ Posting at the headquarters of the public security units, localities (from district level and above), and Vietnam People's Public Security schools;

+ Directly informing officers, soldiers, citizens participating in the admissions, and residents in the locality;

+ Other forms as prescribed by law.

- Information about the admissions into Vietnam People's Public Security schools must be announced through the above forms at least 30 days before the date of receiving the application for registration.

Additionally, during the admissions, the Vietnam People's Public Security schools must ensure the implementation of democracy during the pre-qualification according to Article 6 of Circular 44/2021/TT-BCA, specifically:

- The pre-qualification for admission into the People's Public Security includes: receiving registration for admission; checking academic performance, conduct, moral qualities; health examination; talent assessment, other abilities, and verifying, assessing, concluding political standards or preliminarily verifying the background, completing the application dossier submitted to the Vietnam People's Public Security schools according to the Ministry of Public Security's admission regulations.

- The public security units, localities establish an admissions pre-qualification council and specialized committees (if necessary) under their authority.

Anyone with their children, spouse, parents, siblings, or dependents or those of their spouse registering for admission are not allowed to participate in the pre-qualification council and specialized committees.

- The pre-qualification council ensures the proper composition according to the Ministry of Public Security's regulations, operates openly, democratically, and decides by majority.

- Publicly notify the candidates of the pre-qualification results, accept requests for re-evaluation of the pre-qualification results, and organize re-evaluation, re-notifying the results to the candidates.

- The public security units, localities issue pre-qualification certificates following the prescribed form by the Ministry of Public Security to qualified candidates.

What principles must be ensured for admissions into Vietnam People's Public Security schools?

According to the provisions of Article 2 of Circular 15/2016/TT-BCA, the principles that must be ensured for admissions into Vietnam People's Public Security schools are as follows:

- Admissions into Vietnam People's Public Security schools must be based on the current admission regulations of the Ministry of Education and Training, the guidelines, and instructions of the Ministry of Public Security; job requirements, combat, and the building of the People's Public Security forces;

Linking staff planning with training planning to meet the qualification requirements by the job title standards of each officer currently holding or will undertake after graduation; ensuring quality and quantity; implementing democracy, fairness, openness, and transparency.

- Admissions into Vietnam People's Public Security schools are conducted by combining the inspection of political standards, ethical qualities, academic performance, health, and talent of the candidates according to the Ministry of Public Security's regulations with examination results, delegation selection, admission review according to the admission regulations of the Ministry of Education and Training and the Ministry of Public Security's regulations.

*Note: Regarding the admission ratio for females in Article 3 of Circular 15/2016/TT-BCA:

- The quota for new female admissions into Vietnam People's Public Security schools is 10% for security, police, and fire prevention and fighting majors;

- The quota is 15% for politics, engineering, logistics, foreign languages majors out of the total training quota for each major and each school;

- There is no limit on the ratio of females in pre-qualification and registration for admission into Vietnam People's Public Security schools.

Can educational management officers in Vietnam People's Public Security schools register for doctoral programs?

According to the provisions of Article 4 of Circular 15/2016/TT-BCA, the doctoral programs admissions in Vietnam People's Public Security schools are as follows:

- Subjects, conditions for registration:

+ Subjects: Lecturers, teachers, educational management officers in Vietnam People's Public Security schools; officers in leadership positions from department level and equivalent or higher in public security units, localities; positions requiring work to have a Ph.D. qualification.

+ Conditions for registration: Apart from the regulations on registration conditions according to the current doctoral programs regulations of the Ministry of Education and Training, candidates must have a master's degree in the appropriate or relevant specialization; not more than 50 years old.

Those with an excellent undergraduate degree in the appropriate or relevant specialization can register for Ph.D. admissions at Vietnam People's Public Security schools, and the training institution head must develop content, training programs to report to the General Department of Political Affairs of the People's Public Security for approval before organizing the admissions.

- Time and form of admission: As per the current doctoral programs regulations of the Ministry of Education and Training and the guidance of the Ministry of Public Security.

Thus, according to the regulations on subjects eligible for doctoral programs admissions in Vietnam People's Public Security schools, educational management officers in Vietnam People's Public Security schools are eligible to register for doctoral programs.
