2. The Government of Vietnam defines the roadmap for raising the standard qualifications of preschool, primary, and lower secondary school teachers stated at points a and b, clause 1 of this Article. The Minister of Education and Training and the Minister of Labour - Invalids and Social Affairs, within their authority and responsibilities, shall regulate the use of teachers who do not meet the requirements of clause 1 of this Article.
