What are the core tasks when applying information technology to achieve smart digital education in Vietnam?
On August 14, 2024, the Ministry of Education and Training issued Official Dispatch 4324/BGDDT-CNTT in 2024, guiding the implementation of tasks for the application of information technology, digital transformation, and educational statistics for the academic year 2024-2025.
The key tasks when applying information technology, digital transformation, and educational statistics for the academic year 2024-2025 include:
Digital transformation in teaching, learning, and assessment;
Digital transformation in managing educational institutions and building educational databases;
Continuing to effectively implement online public services and cashless payment in education.
Thus, it is evident that these 3 tasks in the new academic year 2024-2025 will play an essential role in the future of smart digital education.
How to implement the core tasks of digital transformation towards smart digital education in Vietnam?
Based on subsection 2, Section 2 of Official Dispatch 4324/BGDDT-CNTT in 2024 guiding digital transformation in managing educational institutions and building educational databases:
(1) Continuously deploy school management software to 100% of educational institutions, at a minimum to implement modules: learner management (personal records, learning outcomes, training, report cards, health), staff management, infrastructure management (including the minimum list of teaching equipment, staff accommodation for teachers, classrooms, clean water, sanitation facilities), school health, finance (cashless payment); ensuring seamless connection with the education sector database.
(2) Advise leaders at various levels to allocate resources to implement digital report cards in general education; develop a database of diplomas and certificates aiming toward the implementation of digital diplomas and certificates, and publicize information about diploma and certificate issuance according to regulations of the Ministry of Education and Training.
(3) Build and complete the database according to Circular 42/2021/TT-BGDDT by the Minister of Education and Training, stipulating the education and training database, focusing on the implementation of tasks such as:
- Continuously expand the education sector database, connecting with national databases to enhance the utility and effectiveness of education management (database on preschool education, continuing education, physical education, ethnic education, political work for students, infrastructure, and digital transformation).
- Organize data updates on the education sector database systems to ensure complete, accurate, and prompt information provision as requested by the Ministry of Education and Training; complete the update of personal identification numbers for teachers and learners; fully update learners' academic results on the education sector database for each term; especially complete the information of grade 12 students for the high school graduation exam and university, college admissions and the information of students for primary level admissions (grade 6 and grade 10 in ethnic boarding schools).
- Upgrade and deploy the literacy eradication and education universalization information system based on connecting and inheriting existing data from the national residency database and the education sector database.
- Strictly implement statistical reporting policies for early childhood, general and continuing education at School/Center, District Department, and Provincial Department levels of Education and Training (beginning and end of academic year semesterly) timely, comprehensively, accurately according to the regulations on statistical reporting policies in education, regulations on periodic reporting policies under the state management of the Ministry of Education and Training, and irregular reports as required by the Ministry of Education and Training.
Also, based on subsection 3, Section 2 of Official Dispatch 4324/BGDDT-CNTT in 2024 guiding the continuous effective implementation of online public services and cashless payment in education, prioritizing some services such as:
- Online registration for the high school graduation exam; online registration for university and college admissions in preschool education programs on the national public service portal at the full-process level.
- Online services for registration and admissions across all educational levels; public service recognition of diplomas and certificates, aiming to implement at the full-process level.
- Focus on deploying 03 groups of full-process online and interoperable public services on the national public service portal according to Decision 206/QD-TTg in 2021 by the Prime Minister of the Government of Vietnam.
- Promote tuition fee payments and other payments via cashless methods; connect tuition management software, and manage payments of educational institutions with cashless payment platforms including the online payment platform provided on the national public service portal.
