Regulations on educational programs, facilities, and teaching staff in education cooperation in Vietnam
Based on Article 7 of Decree 86/2018/ND-CP, the regulations on educational programs, facilities, and teaching staff in education cooperation are as follows:
(1). Educational Program.
- The foreign educational program included in the integration must be accredited for educational quality in the respective country or recognized for educational quality by competent educational authorities or organizations;
- The integrated educational program must ensure the objectives of the Vietnamese educational curriculum and meet the requirements of the foreign educational program; it must not require students to repeat the same knowledge content, ensure continuity until the end of the education level, and provide articulation between education levels for the benefit of students, ensuring voluntary participation and not overloading students;
- The integrated educational program must be approved by competent authorities. The Minister of Education and Training sets specific regulations on integrating the Vietnamese educational program with the foreign educational program.
(2). Class Size and Facilities must meet the requirements of the integrated educational program and not affect the general teaching activities of the Vietnamese educational institution participating in the collaboration.
(3). Teaching Staff.
- Vietnamese teachers teaching the integrated educational program must meet the training standard levels of the respective education levels according to Vietnamese law;
- Foreign teachers teaching the integrated educational program must have a university degree appropriate to their teaching specialization and a pedagogical competency certificate or equivalent;
- Teachers teaching the integrated educational program in foreign languages must have foreign language proficiency meeting the requirements of the integrated program and not lower than Level 5 according to the six-level foreign language competency framework used in Vietnam or equivalent.
What are the documents required for approval of education cooperation in Vietnam?
Based on Clause 1, Article 9 of Decree 86/2018/ND-CP, the documents required for approval of education cooperation are as follows:
- An application for approval of education cooperation with foreign institutions signed by the collaborating parties according to Form No. 01 in the Appendix issued with Decree 86/2018/ND-CP;
- The agreement or contract of cooperation between the collaborating parties, including detailed information about the collaborating parties, the responsibilities of each party regarding specific commitments on the program, teaching and study materials, teachers, facilities, assessments, certifications, financial information, and other contents;
- Documents proving the legal status of the collaborating parties: certified copies or copies with originals for comparison of establishment decisions or equivalent documents of the educational institution;
- The foreign educational program including content and subjects incorporated into the integrated educational program;
- Documents explaining the integration of the educational program;
- Accreditation certificate of the educational quality of the foreign educational program or approval documents of the foreign educational program by competent authorities or organizations (certified copies or copies with originals for comparison);
- Scheme for implementing education cooperation with foreign institutions prepared by the collaborating parties according to Form No. 02 in the Appendix issued with Decree 86/2018/ND-CP, including the following main contents:
- Necessity;
- Introduction of the collaborating parties;
- Collaboration contents;
- Facilities, equipment;
- List of proposed teachers with professional resumes;
- Subjects, criteria, and scale of recruitment;
- Certifications to be issued, equivalence of foreign certifications with the national educational system certifications of Vietnam (if any);
- Measures to ensure the rights and interests of learners and workers;
- The department responsible for the collaboration, personal resume of the representative of the Vietnamese educational institution and the foreign educational institution participating in the program management; tuition fees;
- Financial support from individuals and organizations in Vietnam and abroad (if any), budget estimation, financial management mechanism;
- Responsibilities and rights of the collaborating parties; responsibilities and rights of teachers and students.
