Based on Article 6 of the 2019 Education Law stipulating the national education system:
National Education System
1. The national education system is an open, interconnected system consisting of formal education and continuing education.
- Educational levels and training qualifications of the national education system include:
a) Early childhood education including nursery and kindergarten education;
b) General education including primary education, lower secondary education, and upper secondary education;
c) Vocational training including primary level, intermediate level, college level, and other vocational training programs;
d) Higher education including undergraduate, master’s, and doctoral education.
- The Prime Minister of the Government of Vietnam decides to approve the framework structure of the national education system and the national qualifications framework of Vietnam; regulates training duration, standards for each training level, and the minimum study load for vocational education and higher education levels.
- The Minister of Education and Training and the Minister of Labor, Invalids and Social Affairs, within the scope of their tasks and powers, stipulate the entry level for college and university levels in teacher training and health sector.
Thus, the national education system is an open, interconnected system consisting of formal education and continuing education.

What are types of schools in the national education system in Vietnam?
Based on Article 47 of the 2019 Education Law stipulating the types of schools in the national education system:
Types of Schools in the National Education System
1. Schools in the national education system are organized into the following types:
a) Public schools invested and ensured operational conditions by the State and represented by the owner;
b) Community-based schools invested in physical infrastructure and ensured operational conditions by community residents at the grassroots level including organizations and individuals in hamlets, villages, communes, wards, and commune-level towns.
The type of community-based schools only applies to early childhood education institutions;
c) Private schools invested and ensured operational conditions by domestic or foreign investors.
Non-profit private schools are those in which investors commit to non-profit operation as recorded in the establishment or conversion decision; non-profit operation, no capital withdrawal, no profit sharing; annual accumulated profit is the unified non-divisible joint ownership to continue investing in school development.
- The conversion of the type of schools in the national education system is carried out according to the following principles:
a) Only converted from private schools to non-profit private schools;
b) Complying with the regulations of the charter and organization and operation regulations of the type of schools at each education level and training qualification;
c) Ensuring the rights of teachers, lecturers, educational management staff, employees, and learners;
d) Not causing loss of land, capital, and assets.
- The Government of Vietnam stipulates in detail the conversion of the type of schools provided for in Clause 2 of this Article.
Thus, there are 03 types of schools in the national education system as follows:
- Public schools invested and ensured operational conditions by the State and represented by the owner;
- Community-based schools invested in physical infrastructure and ensured operational conditions by community residents at the grassroots level including organizations and individuals in hamlets, villages, communes, wards, and commune-level towns.
- Private schools invested and ensured operational conditions by domestic or foreign investors.
What types of diplomas does the national education system in Vietnam include?
Based on Article 12 of the 2019 Education Law stipulating certificates and diplomas:
Certificates and Diplomas
- Diplomas of the national education system are awarded to learners upon graduation from an educational level or completion of a training program, achieving the learning outcomes corresponding to the regulations of this Law.
2. Diplomas of the national education system include the lower secondary school diploma, upper secondary school diploma, intermediate diploma, college diploma, bachelor’s degree, master's degree, doctoral degree, and equivalent level diplomas.
- Certificates of the national education system are issued to learners to acknowledge learning results after training, enhancing academic or vocational qualifications, or for taking competency certification exams as prescribed.
- Diplomas and certificates issued by educational institutions of all types and from all forms of training within the national education system have equal legal value.
- The Government of Vietnam promulgates the higher education diploma system and regulates the equivalent level diplomas for certain specialized and distinctive training fields.
Thus, the diplomas of the national education system include the lower secondary school diploma, upper secondary school diploma, intermediate diploma, college diploma, bachelor’s degree, master's degree, doctoral degree, and equivalent level diplomas.
