Under subsection 2 of Section 1 in Official Dispatch 4606/BGDDT-GDDH 2024, the key breakthrough tasks in higher education and pedagogical colleges for the 2024-2025 academic year are stipulated as follows:

- Complete development strategies, consolidate the organizational structure, mobilize all resources to enhance university governance capability, strengthen conditions to ensure education quality, perfect, and develop internal quality assurance systems, and improve operational indicators of each educational institution to fully meet the criteria of higher education institution standards.

- Vigorously renew the curriculum and training methods associated with strengthening management, promoting the quality of training human resources, and the capacity for scientific research and innovation, especially in key areas and fields according to regional and local development orientations.

- Promote the application of digital technology, especially artificial intelligence across the entire higher education system, associated with administrative reform, innovating management and governance methods, and renovating teaching and learning methods, exams, and assessments, creating a positive impact on the innovation of general education.

- Strengthen the training, nurturing, attraction, and development of high-level lecturers, scientists, and leading experts, particularly in some key and critical high-tech fields.

- Effectively organize and implement tasks, prepare good proposals, and projects according to the Government of Vietnam's action programs to implement resolutions of the Central Committee and the Politburo; strategies, plans, programs, and projects approved by the Prime Minister, especially the development of high-quality human resources serving Vietnam's high-tech industries, focusing on semiconductor industries, artificial intelligence, cybersecurity, biotechnology, and green energy.

Based on current regulations, guidance documents from the Ministry of Education and Training, and the local and school situation, the educational institutions are to develop specific plans and allocate resources to organize and implement higher education and pedagogical college tasks for the 2024-2025 academic year to ensure practical and effective outcomes.

Educational institutions are to proactively cooperate with relevant departments and divisions of the Ministry of Education and Training (or through the point of contact, which is the Department of Higher Education) to implement and promptly solve and address difficulties and obstacles; report the results of implementing tasks for the 2024-2025 academic year to the Ministry of Education and Training before July 20, 2025./.
