What are the Responsibilities of Homeroom Teachers in Assessing Primary School Students in Vietnam?

Pursuant to Clause 1 Article 16 of the Regulations on Assessment of Primary School Students issued with Circular 27/2020/TT-BGDDT, the responsibilities of homeroom teachers in assessing primary school students are as follows:

- Responsible for evaluating and compiling the educational results of students in the class; completing student assessment records according to regulations; accepting and handing over the educational results of students to the next class.

- Informing parents about their children's learning and training progress and educational results privately.

- Guiding students in self-assessment and peer assessment. Promoting the content and methods of assessment according to these Regulations to parents; coordinating and guiding parents to participate in the assessment process.

In addition, teachers monitor the progress of students, noting specific points for students who have not yet completed certain content or who have made progress in learning and training.

What are Responsibilities of Subject Teachers in Assessing Primary School Students in Vietnam?

Pursuant to Clause 2 Article 16 of the Regulations on Assessment of Primary School Students issued with Circular 27/2020/TT-BGDDT, the responsibilities of subject teachers in assessing primary school students are as follows:

- Responsible for evaluating the learning and training process, and the learning results of students for each subject, and educational activity according to regulations.

- Coordinating with homeroom teachers, fellow class teachers, and parents in the assessment of students; completing student assessment records; accepting the educational results of students.

- Guiding students in self-assessment and peer assessment.

Subject teachers also need to monitor the progress of students, recording specific notes for students who have not yet completed certain content or who have made progress in learning and training.

What are Purposes and Requirements of Teachers in Assessing Primary School Students in Vietnam?

(1) Purpose of Assessment

Pursuant to Article 3 of the Regulations on Assessment of Primary School Students issued with Circular 27/2020/TT-BGDDT, the purpose of teachers in assessing primary school students is to provide accurate, prompt information, determine the learning and training achievements according to the level of meeting the requirements of the primary school education program, and the progress of students to guide learning activities, adjust teaching activities to improve educational quality. Specifically:

- Helping teachers adjust and innovate the organizational forms and educational methods in the teaching and educational process; promptly discovering the efforts and progress of students to encourage and reward them, and identifying the difficulties they cannot overcome independently to guide and assist, thereby improving the quality and effectiveness of student learning and training activities; contributing to achieving the goals of primary education.

- Helping students to self-assess, participate in peer assessment, self-study, adjust their learning methods; communicate, cooperate, develop an interest in learning and training for progress.

- Helping parents or guardians of students (hereinafter referred to as parents) to participate in assessing the process and results of learning, training, and the formation and development process of students' qualities and competencies; actively cooperating with the school in educational activities for students.

- Helping educational management officers at all levels promptly direct educational activities, innovate teaching methods, and assessment methods to achieve educational effectiveness.

- Helping social organizations grasp accurate, objective information, and promote social resources to participate in educational development investments.

(2) Assessment Requirements

According to Article 4 of the Regulations on Assessment of Primary School Students issued with Circular 27/2020/TT-BGDDT, the assessment of primary school students must ensure the following requirements:

- Assessing students through evaluating the level of meeting the necessary requirements and specific expressions of the components of competence in each subject, educational activity, and the expressions of qualities, and competencies of students according to the requirements of the primary education program.

- Regular assessment by comments, periodic assessment by combining points with comments; combining the assessment of teachers, students, and parents, wherein the teacher’s assessment is the most important.

- Assessing progress and for the sake of student progress; valuing motivation and encouragement of students' efforts in learning and training; helping students maximize their abilities and competencies; ensuring promptness, fairness, and objectivity; not comparing one student to another, and not creating pressure on students, teachers, and parents.
