What are the primary capacities required for primary school students in Vietnam?
In the Education Program issued in conjunction with Circular 32/2018/TT-BGDDT (some content amended by Articles 1 and 2 of Circular 13/2022/TT-BGDDT), the primary capacities required for primary school students are clearly stated as follows:
(1) Patriotism
- Love nature and take practical actions to protect nature.
- Love the homeland, love the country, respect national symbols.
- Respect and be grateful to workers and those who have contributed to the homeland and the country; participate in activities to show gratitude towards those who have contributed to the homeland and the country.
(2) Compassion
- Cherish everyone:
+ Love, care for, and look after family members.
+ Cherish friends and teachers; show concern, encouragement, and motivation to friends.
+ Respect the elderly; help the elderly, the sick, the disabled; show consideration and assist younger siblings.
+ Share with friends in difficult circumstances, friends in remote areas, the disabled, and people affected by natural disasters.
- Respect differences among people:
+ Respect differences of classmates in terms of clothing style, temperament, and family circumstances.
+ Do not discriminate, divide friends.
+ Be willing to forgive friends' mistakes.
(3) Diligence
Keen to study
- Attend school regularly and on time.
- Regularly complete learning tasks.
- Enthusiastic about learning, enjoys reading to expand knowledge.
- Be conscious of applying acquired knowledge and skills in daily life.
Keen to work
- Regularly participate in family tasks within their capacity.
- Regularly participate in school, class, and community tasks within their capacity.
(4) Honesty
- Be honest and straightforward in learning, labor, and daily activities; dare to voice personal opinions.
- Always keep promises; dare to admit mistakes, correct them, and uphold the right and the good.
- Do not take the belongings or money of family members, friends, teachers, or others without permission.
- Do not tolerate dishonest behaviors in learning and life.
(5) Responsibility
Be responsible for oneself:
- Be conscious of maintaining hygiene, physical exercise, and health care.
- Be conscious of disciplined living.
Be responsible for the family
- Be conscious of preserving, maintaining personal and family belongings.
- Do not waste food and drink; be conscious of saving money, electricity, and water in the family.
Be responsible for the school and society:
- Conscientiously follow school rules and collective regulations; maintain general hygiene; protect public property.
- Do not cause disorder, fight, or argue.
- Encourage friends to comply with school rules; remind family members to abide by public regulations.
- Be responsible for assigned tasks at school and class.
- Actively participate in collective activities and social activities suitable to the age.
Be responsible for the environment
- Be conscious of caring for and protecting green plants and beneficial animals.
- Be conscious of maintaining environmental hygiene, not littering indiscriminately.
- Do not tolerate actions that harm nature.

What are principles for selection of primary school textbooks in Vietnam?
Based on Article 2 of Circular 27/2023/TT-BGDDT, the principles for selecting primary school textbooks are as follows:
- Choose textbooks from the list of textbooks approved by the Minister of Education and Training for stable use in educational institutions.
- Each grade level selects one (1) textbook per subject or educational activity (including optional content and learning topics, if any) implemented at the educational institution (referred to collectively as "subject").
- The selection of textbooks ensures democratic, objective, public, transparent implementation for the benefit of students.

Based on Article 10 of Circular 27/2023/TT-BGDDT, the regulations on announcing the approved list of textbooks are as follows:

The provincial People's Committee shall publish the approved list of textbooks for use in educational institutions in the locality on mass media; the Department of Education and Training shall direct educational institutions to inform teachers, students, and parents about the approved list of textbooks before April 30 each year.
