Pursuant to the provisions of Clause 1, Article 23 of the Law on law popularization and education 2012, the legal education content in the educational facilities of the national education system is as follows:

- Legal education content in educational facilities of the national education system is developed to be suitable for each education level and training degree, aligned with the education objectives, training profession, ensuring uniformity, consistency, popularity, basic nature, practicality, and systematic approach.

- The legal education content for each education level and training degree of the national education system is regulated as follows:

+ Legal education content in preschool and elementary education programs is integrated through moral education content, forming behaviors in accordance with social ethical standards, a sense of discipline, solidarity, voluntary spirit, creating a foundation for forming legal awareness;

+ Legal education content in junior high school and high school education programs provides initial knowledge about the rights and obligations of citizens, training habits and a sense of respect, and compliance with the law;

+ Legal education content in vocational education and higher education programs equips basic knowledge about the state and the law, and legal knowledge related to the training profession.

What are forms of legal education in educational facilities in Vietnam?

Pursuant to the provisions of Article 24 of the Law on law popularization and education 2012 as follows:

Form 1: Formal education integrated into educational activities at the preschool level, moral education at the elementary level, citizenship education at the junior and senior high school levels, legal, introductory law, specialized law courses at vocational and higher education facilities, and other courses within the national education system.

Form 2: Extracurricular education and activities beyond the classroom hours.

What are the regulations on award levels for Legal studying competitions in educational facilities in Vietnam?

Pursuant to Clause 13, Article 3 of Circular 56/2023/TT-BTC, the regulations are as follows:

Spending Contents and Levels

13. Organizing competitions:

a) Organizing writing, theatrical, and online competitions on legal education, law dissemination work, standards for law accessibility, and grassroots mediation, including:

- Support for meals and accommodation for members of the organizing committee, subcommittees, councils during the days of directly organizing the competitions as per the decision of the competent authority: Support for meals and accommodation for contestants (including practice and competition days, up to 10 days): Implement spending content and levels under Circular No. 40/2017/TT-BTC dated April 28, 2017, of the Ministry of Finance, which regulates travel policies, conference spending policies. Officials and public employees already enjoyed the support for meals and accommodation may not claim travel expenses at the agency;

- Organizing theatrical competitions, Internet competitions, radio and television competitions with additional spending on hiring program hosts, artistic performances incorporated with legal plays, post-production costs, hall rental, equipment, and other expenses serving the competition: Implement spending content and levels under Point c of this Clause and according to valid legal spending documents approved by the competent authority in the annual budget estimates;

b) Compiling exam questions, building a question bank, training members of the organizing committee, subcommittees, councils, and some other spending content to serve the competition organization: Implement spending content and levels under Circular No. 69/2021/TT-BTC dated August 11, 2021, of the Ministry of Finance guiding the management of funds for preparing, organizing, and participating in exams applicable to general education;

c) Organizing theatrical competitions, online competitions, with additional special spending levels as follows:

- Hiring program hosts: Depending on the scale, organizing level, the agency or unit assigned to preside over the competition organization decides the hosting fee;

- Renting halls and equipment for theatrical competitions: Depending on the scale, organizing level, locality of the competition, the agency or unit assigned to preside over the competition organization decides the hiring fee;

- Hiring artists and performers: 450,000 VND/person/day;

- Collecting information, materials, establishing a computerized database (for online competitions): Implement per Decree No. 73/2019/ND-CP dated September 5, 2019, of the Government of Vietnam on managing investment in information technology application using state budget capital and relevant legal provisions; Circular No. 18/2021/TT-BTTTT dated November 30, 2021, of the Ministry of Information and Communications issuing technical-economic norms for print and electronic newspapers activities; Circular No. 42/2020/TT-BTTTT dated December 31, 2020, of the Ministry of Information and Communications issuing technical-economic norms for publishing activities, applicable norms and prices approved by the competent authority, and current policies and spending norms of the State agency;

d) Awards: Depending on the scale and locality of the competition to decide the specific spending level for awards but not exceeding the maximum spending limit specified in this Point, as follows:

- First prize:

+ Group: 15,000,000 VND;
+ Individual: 9,000,000 VND;

- Second prize:

+ Group: 10,500,000 VND;
+ Individual: 4,500,000 VND;

- Third prize:

+ Group: 7,500,000 VND;
+ Individual: 3,000,000 VND;

- Consolation prize:

+ Group: 4,500,000 VND;
+ Individual: 1,500,000 VND;

- Other supplementary awards: 750,000 VND.

Hence, according to the regulations, award levels for organizing Legal studying competitions in educational facilities are as follows:

- First prize:

+ Group: 15,000,000 VND;

+ Individual: 9,000,000 VND;

- Second prize:

+ Group: 10,500,000 VND;

+ Individual: 4,500,000 VND;

- Third prize:

+ Group: 7,500,000 VND;

+ Individual: 3,000,000 VND;
