Thus, the purposes of educational quality assurance for primary schools are as follows:
- Determine whether a primary school meets educational objectives at different stages;
- Plan for quality improvement, maintain and enhance the quality of the school's activities;

What is the cycle for educational quality assurance of primary schools?

Cycle of educational quality assurance and validity of national standard certification for primary schools
1. The cycle of educational quality assurance and the validity of national standard certification for primary schools is 05 years.
A primary school that has been recognized for educational quality assurance as specified in Clause 2, Article 34 of these Regulations, after at least 02 years from the date of recognition, may register for external evaluation and request for recognition of a higher level of educational quality assurance.
A primary school recognized for national standards Level 1, after at least 02 years from the date of recognition, may register for external evaluation and request for recognition as meeting national standards Level 2.
Thus, the cycle for educational quality assurance of primary schools is 05 years.
At what level must a primary school in Vietnam achieve external evaluation results to be recognized for educational quality assurance?
Based on Point b, Clause 1, Article 34 of the Regulations on educational quality assurance and recognition of national standards for primary schools, issued together with Circular 17/2018/TT-BGDDT, the regulations for recognizing a school that meets educational quality assurance are as follows:
Recognition of schools meeting educational quality assurance
- Conditions for recognizing schools meeting educational quality assurance:
a) Have at least one cohort of students who have completed the primary education program;
b) Have external evaluation results that meet Level 1 or higher as specified in Clause 1, Article 6 of these Regulations.
- Recognition levels:
a) Level 1: Schools evaluated to meet Level 1 as specified in Clause 1, Article 6 of these Regulations;
b) Level 2: Schools evaluated to meet Level 2 as specified in Clause 1, Article 6 of these Regulations;
c) Level 3: Schools evaluated to meet Level 3 as specified in Clause 1, Article 6 of these Regulations;
d) Level 4: Schools evaluated to meet Level 4 as specified in Clause 1, Article 6 of these Regulations.
Thus, a primary school must have external evaluation results that meet at least Level 1 to be recognized for educational quality assurance.
* External evaluation is the process of surveying and evaluating by state management agencies on primary schools to determine the level of compliance with evaluation standards as regulated by the Ministry of Education and Training (Clause 3, Article 2 of the Regulations on educational quality assurance and recognition of national standards for primary schools, issued together with Circular 17/2018/TT-BGDDT).
What is the validity period of the Certificate of Educational Quality Assurance for a primary school in Vietnam?
Based on Clause 2, Article 35 of the Regulations on educational quality assurance and recognition of national standards for primary schools, issued together with Circular 17/2018/TT-BGDDT:
Issuance of certificates of educational quality assurance and announcement of educational quality assurance results
Within 20 working days from the date of receiving the external evaluation report, the Director of the Department of Education and Training shall issue a decision to grant the certificate of educational quality assurance according to the level achieved by the primary school (Certificate Form according to Appendix I).
The certificate of educational quality assurance is valid for 05 years. At least 05 months before the expiration of the certificate's validity, the primary school must complete the self-evaluation process as specified in Article 23 and register for external evaluation as specified in Article 26 of these Regulations to be re-recognized. Re-recognition is carried out according to Article 34 of these Regulations.
Educational quality assurance results of primary schools shall be publicly announced on the website of the Department of Education and Training.
Thus, the certificate of educational quality assurance for primary schools is valid for 05 years.
