Pursuant to Article 2 of Circular 01/2021/TT-BGDDT of the Ministry of Education and Training of Vietnam, the regulations on code numbers and professional titles for preschool teachers are as follows:

Code, professional title grade for preschool teachers

The professional titles for preschool teachers include:

1. Preschool Teacher Rank III - Code V.07.02.26;

2. Preschool Teacher Rank II - Code V.07.02.25;

3. Preschool Teacher Rank I - Code V.07.02.24.

Thus, Preschool Teacher Rank 3 is a professional title for preschool teachers with code V.07.02.26.

How many duties does the professional title of grade 3 preschool teacher have?

Pursuant to Clause 1, Article 3 of Circular 01/2021/TT-BGDDT, which content was abolished by Clause 14, Article 1 of Circular 08/2023/TT-BGDDT, Preschool Teacher Rank 3 will have 5 duties as follows:

[1] Conduct nurturing, caring, and educating children according to the school's and the professional group’s education plans; be responsible for the quality and effectiveness of nurturing, caring, and educating children in the assigned group or class according to the Preschool Education Program; implement inclusive education and children's rights work;

[2] Develop health; complete training courses, professional development programs; self-study, self-improve political, professional, and vocational qualifications; participate in professional activities; maintain and use assigned educational equipment;

[3] Cooperate with the children's parents or guardians and the community in nurturing, caring, and educating children;

[4] Fulfill the duties of a citizen, comply with the laws, regulations of the education sector, the school, and the local authority;

[5] Perform other tasks assigned by the principal.

In addition, Preschool Teacher Rank 3 must meet training and development standards such as:

- A college degree or higher in preschool education;

- A certificate of professional development according to the standards for preschool teacher professional titles.

* The standards for professional competence of Preschool Teacher Rank 3 are as follows:

- Understand the guidelines, policies, and laws of the Communist Party, the State, and the regulations and requirements of the education sector and the local authority on preschool education and apply them to assigned tasks;

- Possess knowledge and skills in organizing nurturing, caring, and educating children; have pedagogical skills suitable to the requirements of implementing the preschool education program;

- Know how to cooperate with colleagues, children's parents, and the community in nurturing, caring, and educating children;

- Know how to manage, use, maintain, and preserve the assets, physical facilities, and equipment of the group/class, school effectively;

- Have the ability to apply information technology in professional activities; be able to use a foreign language or a minority language as required by the job position.

What will be the new salary scale for grade 3 preschool teachers after July 1, 2024?

Pursuant to Article 8 of Circular 01/2021/TT-BGDDT, the current salary arrangement for public preschool teachers is as follows:

Salary arrangement

1. Public employees appointed to the professional titles of preschool teachers as regulated in this Circular are applied the corresponding salary scales issued with Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government of Vietnam on salary policies for officials and public employees and armed forces. Specifically:

a) Preschool Teacher Rank III, code V.07.02.26, is applied the salary coefficient of public employee category A0, from salary coefficient 2.10 to salary coefficient 4.89;

b) Preschool Teacher Rank II, code V.07.02.25, is applied the salary coefficient of public employee category A1, from salary coefficient 2.34 to salary coefficient 4.98;

c) Preschool Teacher Rank I, code V.07.02.24, is applied the salary coefficient of public employee category A2, subcategory A2.2, from salary coefficient 4.0 to salary coefficient 6.38.

2. Salary arrangement when appointed to the professional title rank is performed according to the guidance in Clause 1, Section II of Circular No. 02/2007/TT-BNV dated May 25, 2007, of the Ministry of Home Affairs guiding the salary arrangement when upgrading rank, changing rank, and changing category of officials and public employees, and according to the current legal regulations. Upon implementing new salary policies, the transition to the new salary arrangement follows the regulations of the Government of Vietnam.

Currently, Preschool Teacher Rank 3 is applied the salary coefficient of public employee category A0, from salary coefficient 2.10 to salary coefficient 4.89.

Furthermore, Article 3 of Circular 07/2024/TT-BNV guides the calculation of salaries, allowances, and operational expenses for beneficiaries of the new statutory pay rate of 2.34 million VND/month from July 1, 2024.

Teachers at all levels, including Preschool Teacher Rank 3 (as public employees), will be subject to the statutory pay rate increase from 1.8 million VND to 2.34 million VND (Clause 2, Article 3 of Decree 73/2024/ND-CP) and will apply the salary calculation formula guided in Circular 07/2024/TT-BNV as follows:

Formula for calculating teacher salary according to the new statutory pay rate:

Salary = New statutory pay rate 2.34 million VND/month x Salary coefficient

- Salary coefficient for preschool teachers is applied per Article 8 of Circular 01/2021/TT-BGDDT.
