What is the priority point in Vietnam?

According to Clause 10, Article 2 of the Regulation on Enrollment for full-time Undergraduate and College programs in Early Childhood Education, issued together with Circular 08/2022/TT-BGDDT, priority points are the point differences between the admission scores applied to the groups of candidates given priority compared to the normal matriculation scores; in other words, the points added to the admission scores of priority candidates to apply the normal matriculation scores.

What is the priority point applicable to Region I in Vietnam?

According to Point a, Clause 1, Article 7 of the Regulation on Enrollment for full-time Undergraduate and College programs in Early Childhood Education, issued together with Circular 08/2022/TT-BGDDT:

Priority policy in enrollment

1. Region-base Priority (according to Appendix I of the Regulations)

a) The priority points applied for Region I (KV1) is 0.75 points, rural Region II (KV2-NT) is 0.5 points, Region II (KV2) is 0.25 points; Region III (KV3) does not receive priority points;

b) Each candidate’s enrollment region is determined by the location of the school where they studied for the longest time during upper secondary education or post0-secondary programs ; if the study time (longest) in different regions is equivalent, it is determined by the region of the last school attended;

c) The following cases are eligible for priority based on residence:

- Students of ethnic boarding schools are entitled to state policies of priority and incentives as prescribed;

- Students with residence (during upper secondary education or post0-secondary programs) for more than 18 months in areas of Region III and areas with particularly disadvantaged villages belonging to ethnic and mountainous areas as prescribed by the Minister, Head of the Committee for Ethnic Affairs, and the Prime Minister of Vietnam; particularly disadvantaged areas in coastal and island regions; particularly disadvantaged areas, border areas, safe zones for the investment program of Program 135 (according to Decision No. 135/QD-TTg dated July 31, 1998, of the Prime Minister of the Government of Vietnam); particularly disadvantaged villages and communes in areas as prescribed by the Prime Minister of the Government of Vietnam if studying in upper secondary education or post0-secondary programs at locations in districts, townships, provincial cities with at least one particularly disadvantaged commune.

- Soldiers; officers, non-commissioned officers, conscripted soldiers in the People's Public Security forces sent for admission, if stationed for 18 months or more in any area, they are entitled to the priority of that area or based on residence before enlistment, depending on which area has higher priority; if stationed for 18 months or more in areas with different priority levels, they are entitled to priority in the area with the longest stationing time; if less than 18 months, they are entitled to area priority based on residence before enlistment;

d) From 2023, candidates will enjoy the area priority policy according to the regulations in the year of high school graduation (or post-secondary graduation) and the one following year.

Thus, the priority point in Region I is 0.75 points.

How many priority points are given to policy beneficiaries in Vietnam?

According to Clause 2, Article 7 of the Regulation on Enrollment for full-time Undergraduate and College programs in Early Childhood Education, issued together with Circular 08/2022/TT-BGDDT, the priority points for policy beneficiaries are stipulated as follows:

- The priority points applied for the UT1 group (including subjects 01 to 04) are 2.0 points and for the UT2 group (including subjects 05 to 07) are 1.0 points; (1)

- The priority points for other policy beneficiaries (stipulated in current legal documents) are decided by the Minister of Education and Training; (2)

- Candidates belonging to multiple priority-targeted groups specified in (1), (2) are only calculated with the highest priority points.

The UT1 and UT2 groups are defined as follows:

* UT1 group includes:

- Vietnamese citizens of ethnic minorities with residence during upper secondary education or post-secondary programs in Region I for over 18 months.

- Direct production workers who have worked continuously for 5 years or more, with at least 2 years as provincial-level or higher exemplary soldiers recognized and awarded commendations.

- War invalids, sick soldiers, and those with "Certificates of Entitlement to Policies as War Invalids."

- Soldiers; officers, non-commissioned officers, and conscripted soldiers in the People's Public Security forces sent for admission with service time of 12 months or more in Region I.

- Soldiers; officers, non-commissioned officers, and conscripted soldiers in the People's Public Security forces sent for admission with service time of 18 months or more.

- Soldiers; officers, non-commissioned officers, and conscripted soldiers in the People's Public Security forces discharged with completed military service as regulated.

- Relatives of martyrs;

- Children of war invalids, children of sick soldiers, and children of those entitled to policies as war invalids with a disability rate of 81% or more;

- Children of those involved in the resistance affected by toxic chemicals with a disability rate of 81% or more;

- Children of Heroes of the People's Armed Forces; children of Heroes of Labor during the resistance period;

- Children of those involved in the resistance with deformities and disabilities due to toxic chemicals, currently receiving monthly allowances.

* UT2 group includes:

- Youth volunteers sent for education;

- Soldiers; officers, non-commissioned officers, and conscripted soldiers in the People's Public Security forces sent for admission with service time of less than 12 months in Region I and less than 18 months in other areas;

- Chief commanders, deputy commanders of commune-level military commands; village team leaders, core militia team leaders, core militia completed service of 12 months or more, applying to study in grassroots military; the maximum duration to receive priority is 18 months from the date of military discharge decision to the date of registration;

- Vietnamese citizens of ethnic minorities with residence outside the areas specified in target group 01;

- Children of war invalids, children of sick soldiers, and children of those entitled to policies as war invalids with a disability rate of less than 81%;

- Children of those involved in the resistance affected by toxic chemicals with a disability rate of less than 81%;

- Severely disabled individuals with disability certificates issued by competent authorities according to Joint Circular 37/2012/TTLT-BLDTBXH-BYT-BTC-BGDDT regulations on disability assessment by the Disability Assessment Council;

- Outstanding workers in all economic sectors from provincial and ministerial levels, recognized with titles such as master craftsmen or artisans, awarded diplomas or creative labor badges by the Vietnam General Confederation of Labor or the Central Committee of the Ho Chi Minh Communist Youth Union;

- Teachers with at least 3 years of teaching experience applying for teacher training fields;

- Nurses, pharmacists, orderlies, medical staff, midwives, technicians, or those with intermediate pharmacy degrees who have worked for 3 years or more applying in the health sector.
