According to Article 10 of the Regulations on university and college admission in the field of Early Childhood Education issued together with Circular 08/2022/TT-BGDDT of the Ministry of Education and Training of Vietnam, the provisions are as follows:
Preservation of admission results
1. Candidates who have received admission notices are eligible for reservation of admission results in the following cases:
a) Enlisted in military service or participating in youth volunteer activities immediately in the year of admission according to a decision or order from a competent authority;
b) Suffering from severe illness or serious accident that prevents timely enrollment, with medical records and confirmation from an authorized medical institution.

Thus, candidates admitted to university who do not fall under the cases of military service, immediately participating in youth volunteer activities in the year of admission according to a decision or order from a competent authority, or suffering from severe illness or serious accident that prevents timely enrollment, with medical records and confirmation from an authorized medical institution, will not be eligible for preserving their admission results for the following years.
Therefore, candidates admitted to university but unable to attend due to financial difficulties will not be eligible for preserving their admission results.

Is not confirming enrollment considered a refusal to enroll?
According to Clause 3, Article 21 of the Regulations on university and college admission in the field of Early Childhood Education issued together with Circular 08/2022/TT-BGDDT, the provisions are as follows:
Notification of results and confirmation of enrollment
1. Training institutions send admission notices to admitted candidates, specifying the necessary procedures for enrollment and the methods of enrollment for candidates.
2. Candidates confirm enrollment online on the system before enrolling at the training institution.
3. For candidates who do not confirm enrollment within the stipulated timeframe:
a) If without a legitimate reason, the candidate is considered to have rejected the admission, and the training institution has the right not to accept the candidate;
b) If due to illness or accident, with a confirmation from a district-level hospital or higher, or due to natural disasters with confirmation from a district-level People's Committee or higher, the training institution will consider admitting the candidate or preserving the admission results for the candidate to enroll later;
c) If due to mistakes or confusion caused by the admission staff or the candidate, the training institution will cooperate with relevant individuals and organizations to review the evidence and decide on the candidate’s admission or preserving the admission results for the candidate to enroll later.
4. Candidates who have confirmed enrollment at one training institution are not allowed to participate in admission at other institutions or in supplementary admission rounds, unless permitted by the training institution.
Thus, not all cases where candidates do not confirm enrollment within the stipulated timeframe are considered rejecting admission.
Candidates who do not confirm enrollment within the stipulated timeframe due to one of the following reasons will not be considered as rejecting admission:
- Having a legitimate reason;
- Due to illness or accident, with confirmation from a district-level hospital or higher, or due to natural disasters with confirmation from a district-level People's Committee or higher;
- Due to mistakes or confusion caused by the admission staff or the candidate.
What do people who have had their reserved admission results need to prove when re-enrolling?
According to Clause 3, Article 10 of the Regulations on university and college admission in the field of Early Childhood Education issued together with Circular 08/2022/TT-BGDDT, the provisions are as follows:

2. Candidates eligible under Clause 1 must submit a reservation application along with documentary evidence to the training institution. The maximum time for reserving admission results is determined by the training institution, but it should not be less than 3 years for individuals specified at Point a, Clause 1 of this Article.
3. As soon as the conditions permit re-enrollment, the individual with preserved results must complete the enrollment procedures as stipulated by the training institution, providing evidence of completing tasks or recovery from treatment. For cases specified in Clause 1 with a reservation period of 3 years or more, the training institution will consider referring the individual to preparatory university programs for revision before official enrollment.

Therefore, individuals with preserved admission results when re-enrolling must provide evidence of completing their duties or recovering from treatment.
*Note: For candidates with an admission notice who had their results preserved due to severe illness, serious accident preventing timely enrollment, military service, or youth volunteer activities with a reservation period of 3 years or more, the training institution will consider referring them to preparatory university programs for revision before official enrollment.
