Under Article 3 of the Regulations on enrollment for undergraduate and college programs in Early Childhood Education issued with Circular 08/2022/TT-BGDDT, the general requirements for enrollment for undergraduate programs in Vietnam are stipulated as follows:

- Educational institutions exercise autonomy and accountability regarding enrollment, ensuring legal conformity and bearing responsibility before the law.

- Each educational institution must implement all necessary measures to facilitate favorable conditions and provide equal opportunities for all candidates; selecting candidates who best match the program’s and major’s requirements.

- Educational institutions coordinate closely with the support and supervision of the Ministry of Education and Training (MOET) to ensure consistency, cohesion, and system integration; thereby enhancing the enrollment quality and effectiveness of each institution's.

What are the regulations on methods of enrollment for undergraduate programs in Vietnam?

According to Article 6 of the Regulations on enrollment for undergraduate and college programs in Early Childhood Education issued with Circular 08/2022/TT-BGDDT, the methods of enrollment for undergraduate programs in Vietnam are stipulated as follows:

- Educational institutions decide on one or several enrollment methods (entrance exam, admission or combination of entrance exam and admission), applied comprehensively for the institution or specifically for certain programs, majors, spheres, and forms of training. A program or training major may utilize multiple enrollment methods concurrently.

- Each enrollment method must clearly define the assessment criteria, review process, and the combination of criteria for classifying, ranking, and determining acceptance conditions for candidates according to the program or major requirements. Assessment and review criteria must be based on foundational knowledge and core competencies needed for the program or training major.

- For enrollment methods based on academic results, exam results by subjects (including GPAs of subjects at the upper secondary level, high school graduation exam results, and other assessment results):

+ The subject combination used for admission includes at least 3 subjects suitable to the characteristics and requirements of the training program (with the possibility of assigning weight to each subject), including Mathematics or lIterature;

+ A training program or major may use multiple subject combinations concurrently, specifying possible score differences between combinations when determining acceptance conditions;

+ No more than 4 combinations are used for testing in one training program or major (except when combinations differ only in the foreign language paper).

- For a training program or major with separate targets for each review method or subject combination:

+ Target allocation among methods and subject combinations must be reasonably based; without causing inequality to candidates choosing different methods, and subject combinations;

+ Any changes or additions to methods or subject combinations must have a reasonable basis and roadmap; not reducing the target allocation rate of a method or subject combination applied in the previous year by more than 30% (in the target structure of the major, training program) unless such changes or additions have been announced at least one year before the opening of application registration.

- The educational institution bears the responsibility of explaining the scientific and practical basis for determining the enrollment method, review method, subject combination, and target allocation; including analyzing, evaluating, and benchmarking the academic results of accepted students annually.
