According to Article 3 of Joint Circular 123/2015/TTLT-BQP-BGDĐT-BLĐTBXH, the operating principles of the national defense and security education center are as follows:
- Strictly adhere to the guidelines, policies, laws of the Vietnam Communist Party and the State; under the leadership of the party committees, party organizations, and management and administration by the director or principal of the school.
- Closely combine national defense and security education with political and ideological education, dissemination of laws, and building a comprehensively strong center.
- Provide comprehensive education with a focus and emphasis appropriate to each audience; combine theory with practice, theory with application.
What are the tasks and powers of the national defense and security education center in Vietnam?
According to Article 9 of Joint Circular 123/2015/TTLT-BQP-BGDĐT-BLĐTBXH, the tasks and powers of the national defense and security education center are as follows:
(1) Coordinate with colleges, higher education institutions, agencies, and related organizations to develop plans for linkage and implementation of the national defense and security education course and foster knowledge in national defense and security.
(2) Issue regulations and operational rules of the center.
(3) Organize management, study, training, and group activities at the center under a military lifestyle for students and participants.
(4) Conduct scientific research, participate in compiling curriculums, textbooks, and materials on national defense and security education.
(5) Train and retrain expertise for lecturers, teachers, management staff; organize national defense and security education contests and sports competitions.
(6) Ensure policies for staff, public employees, lecturers, teachers, reporters, employees, students, BDKTQPAN participants, and workers at the center.
(7) Report learning and training results of students and participants to associated units and related organizations; issue national defense and security education certificates to students and completion certificates for the program to participants at the center.
(8) Implement reporting policies, preliminary and final reviews, rewards, and handle violations according to authority.
(9) Perform other tasks as prescribed by law.

According to Article 10 of Joint Circular 123/2015/TTLT-BQP-BGDĐT-BLĐTBXH, the organization and operation of the national defense and security education center are as follows:
(1) Organizational structure of the center under military schools (operating according to concurrent policies), includes:
- Board of Directors: Director and Deputy Directors;
- School departments according to functions, and tasks ensuring the activities of the center;
- Organization of student management units and participants:
+ Companies not exceeding 120 people, organized into platoons;
+ Platoons not exceeding 40 people, organized into squads;
+ Squads not exceeding 12 people;
+ Company commanders are concurrently staffed and include lecturers, teachers in the school's workforce; deputy company commanders, platoon leaders, squad leaders are decided by the center director.
- Communist Party and mass organizations.
(2) Centers affiliated with colleges, higher education institutions
- Board of Directors
+ Centers under national universities include a director and deputy directors; the center director concurrently serves as a deputy director of the national university; deputy center directors are decided by the national university director; the training deputy director of the center is fulfilled by a seconded military officer.
+ Centers under regional universities, universities, and colleges include a director and deputy directors; the center director concurrently serves as director of the regional university or principal of the university or college; deputy center directors are decided by the regional university director or principal of the university or college; the training deputy director of the center is fulfilled by a seconded military officer.

+ Centers with a scale of 15,000 students or more per year: Establish a Science and Training Council; Emulation and Reward Council; departments (offices): Student management training, fostering subjects; Administration, Organization; Logistics, Finance, Technical; Inspection, Legal and main political, military departments.
