When is the decision to publish the Nhan Dan Newspaper made?

During the period of resistance against French colonialism, the need for revolutionary propaganda became increasingly important. Previously, the Communist Party utilized the Su That Newspaper (published since 1945) as the primary propaganda tool.

However, in response to the growth of the revolutionary movement and new demands of the struggle, in the spring of 1951, the Second National Congress of the Communist Party convened in Viet Bac from February 11 to February 19, 1951. The congress passed a resolution to publish the Nhan Dan Newspaper, the central organ of the Vietnam Workers' Party.

Since its inception, the Nhan Dan Newspaper has played a central role in revolutionary propaganda. The newspaper not only served to convey information but also contributed to directing public opinion and strengthening revolutionary ideology among the masses.

During the period of resistance against American invasion (1954-1975), the Nhan Dan Newspaper promptly reported victories and boosted the fighting spirit nationwide. After the reunification of the country, the newspaper continued to function as the mouthpiece of the Communist Party in leading and directing the development of the economy and society and the building of the nation.

In the context of the emergence of various modern journalistic forms, the Nhan Dan Newspaper continuously innovates and applies digital technology to enhance the quality of propaganda. Besides the traditional print newspaper, the Nhan Dan Newspaper now also develops in various forms such as electronic newspapers, television, and online platforms.

The birth and development of the Nhan Dan Newspaper have significantly contributed to the revolutionary cause and nation-building. This newspaper is a symbol of the revolutionary press in Vietnam and is a source of pride for generations of journalists in their journey to serve the homeland and the people.

Thus, the decision to publish the Nhan Dan Newspaper was made at the Second Congress of the Communist Party in 1951.

What are the current regulations on state management regarding legal dissemination and education in Vietnam?

According to the provisions of Article 6 of the Law on Legal Dissemination and Education 2012, state management of legal dissemination and education is specified as follows:

State management on legal dissemination and education

1. The content of state management on legal dissemination and education includes:

- Formulating, promulgating legal documents, programs, plans on legal dissemination and education;

- Directing, guiding and organizing implementation of legal dissemination and education;

- Fostering knowledge of law, professional skills in legal dissemination and education;

- Setting up and managing the national database of law;

- Making statistics, summarization relating to legal dissemination and education;

- Inspection, examination, settlement over complaints, denunciation and handling violation in legal dissemination and education;

- International cooperation on legal dissemination and education.

2. The state management agencies on legal dissemination and education include:

- The Government shall carry out the unified management of legal dissemination and education;

- The Ministry of Justice shall be responsible before the Government for implementation of state management on legal dissemination and education; assume the prime responsibility for formulation, and submitting to the Prime Minister for promulgation of programs, long-term and medium-term plans on legal dissemination and education; assume the prime responsibility for seting up the national database of law;

- Ministries, ministerial-level agencies within their duties and powers shall responsible for coordination with the Ministry of Justice to implement state management on legal dissemination and education;

- The People’s Committees at levels shall have responsibility for implementation of the state management on legal dissemination and education in localities.

According to Article 5 of the Law on Legal Dissemination and Education 2012, there are 5 principles of legal dissemination and education in Vietnam as follows:

1. Accuracy, sufficiency, clearness, intelligibleness, practical.

2. Being timely, regularly, having focus of interest or main point

3. Making variety forms of legal dissemination and education, being suitable with demand, age group, qualification of subjects being popularized, educated on law and and being suitable with the good traditional, customs and habits of national.

4. Linking execution of law, execution of duties about social-economical development, assurance of defense and security of national and localities and life each day of people.

5. Closely coordination between agencies, organizations, families and society.

According to Article 4 of the Law on Legal Dissemination and Education 2012, regulations on socialization of legal dissemination and education in Vietnam are specified as follows:

- The State encourages and has policy to assist, facilitate for agencies, organizations, enterprises, individuals participating in legal dissemination and education; mobilizes social resources contributing to legal dissemination and education.
