On February 14, 2025, the Ministry of Education and Training issued Announcement 125/TB-BGDDT 2025 download regarding the recruitment of candidates for study in the Russian Federation 2025.

The Government of Vietnam will grant 1,000 scholarship quotas for Vietnamese citizens to train in the Russian Federation at undergraduate, master's, and doctoral programs, specialized internships, and Russian language training. The training duration is as follows:

- Bachelor's program: 4 years (excluding 1 year of Russian preparatory study);

- Engineer/specialist program: 5 years (excluding 1 year of Russian preparatory study);

- Master's program: 2 years (excluding 1 year of Russian preparatory study);

- Doctoral program: 3-4 years (excluding 1 year of Russian preparatory study);

- Specialized internship program: from 3 to 12 months;

- Russian language internship program: 10 months;

- Medical specialization internship: 2 years.

Vietnamese citizens studying in the Russian Federation in 2025 according to Announcement 125/TB-BGDDT 2025 download will receive scholarship policies as follows:

- Scholarships granted by the Government of Vietnam through the Russian Federation include tuition fee exemption, monthly scholarships, and dormitory accommodation according to the cost levels regulated by the Government of Vietnam.

- Additional scholarships provided by the Government of Vietnam include round-trip airfare, travel expenses, passport, visa fees, health insurance, and monthly living expense supplementation according to the Government's regulations for agreement scholarship students in the Russian Federation.

What are the eligibility requirements for granting scholarships to study in the Russian Federation 2025 in Vietnam?

According to Announcement 125/TB-BGDDT 2025 download, candidates applying for scholarships to study in the Russian Federation 2025 must meet general and specific eligibility requirements. The general requirements include:

- Be good political and ethical qualities; not currently under disciplinary action or being considered for disciplinary action by a competent authority;

- Be sufficiently healthy to study abroad. Upon admission and on an annual basis, Russia will conduct health re-examinations. If found to have a disease, or not healthy enough due to falsified documents to study, they must return to Vietnam and bear all related costs, including airfare and recompense the State for expenses;

- Not registered for any other scholarship program at the same time as this announcement (from the time the announcement takes effect until pre-selection results are available);

- Commit to completing the training program and returning to serve at the sending agency or as required by the State. Those who do not complete the training program, voluntarily drop out, are expelled, or after graduation do not return to serve, do not fulfill the obligations of a scholarship grantee, must compensate for training costs as per current regulations;

- Candidates applying can only register for one major and cannot independently change the major or training institution in the Russian Federation after registration; Please refer to detailed majors and training institutions in Russia at Education-in-russia.com;

- Only eligible to apply for a training level higher than the level already obtained;

- For graduates of universities, master’s, who were not sent to study abroad by the Ministry of Education and Training or who graduated from collaborative programs with foreign countries in Vietnam, must have an equivalent diploma certificate issued by the Quality Control Department - Ministry of Education and Training when going through study procedures.

- Applicants will not be considered if:

+ Previously sent to study abroad by the Ministry of Education and Training but did not complete the course or did not report graduation as required;

+ Currently working at a state agency, educational institutions but the application does not have a consent document from the direct management agency to apply for the scholarship;

+ Already granted scholarships for undergraduate/postgraduate studies abroad, currently bound by obligations or have reimbursement of training costs;

- Approved to study abroad but did not go due to personal reasons (application validity is 1 year from the date of submission for withdrawal).

What are the methods of recruiting candidates for overseas study in Vietnam?

Under Article 6 of the Regulations on recruitment for overseas study issued with Circular 06/2016/TT-BGDDT, the methods of recruiting candidates for overseas study in Vietnam are as follows:

- Overseas study recruitment can be conducted through one of the following methods: evaluation; or a combination of evaluation and examination.

- Based on the regulations of each scholarship program, the recruitment unit, in agreement with related units, will decide in writing the method of recruitment for overseas study.
