a) Possess good qualities and ethics, and have at least 05 years of teaching experience or participating in vocational education management;
b) Hold a university degree or higher for the principal of a vocational secondary school; hold a master's degree or higher for the principal of a vocational college;
c) Have undergone training and education in vocational education management;
d) Possess good health; and ensure the age to participate in at least one term as principal for the appointment of the principal of a public vocational secondary school or vocational college.

What are the duties of the principal of a vocational secondary school in Vietnam?
According to Clause 4, Article 16 of Circular 14/2021/TT-BLDTBXH:
In addition to the duties and powers stipulated in Clause 3, Article 14 of the Vocational Education Law 2014, the principal of a vocational secondary school has the following duties:
- The principal of a vocational secondary school develops the strategy, training development plan, and implements scientific and technological tasks as well as international cooperation of the school, submitting them to the school's council for public schools or the board of directors for private schools for approval;
- The principal is responsible for managing the school's physical facilities, assets, and finances, and effectively mobilizing and using resources in accordance with the law for vocational education activities;
- The principal establishes regulations on the number, structure of labor, job positions, recruitment, management, use, and development of the teaching staff, management staff, public employees, and other workers, submitting them to the school's council and competent authorities for public schools or to the board of directors for private schools for approval;
- The principal annually organizes the evaluation and classification of teaching staff, management staff, public employees, and workers as per regulations;
- The principal executes the resolutions of the school's council and the board of directors; coordinates with the chairman of the school's council and the chairman of the board of directors to resolve issues according to legal provisions if any resolution is found to be in violation of the law or adversely affects the overall activity of the school. If consensus on resolution cannot be reached, the principal reports to the supervising agency for public schools or to the Department of Labour, Invalids, and Social Affairs where the private school's head office is located;
- The principal constantly strives to improve working, teaching, and learning conditions for the teaching staff, management staff, public employees, workers, and students at the school;
- The principal organizes and directs the construction of a safe and friendly training environment; ensures political security and social order within the school;
- The principal manages the implementation of the democratic regulations in the school; implements state policies for the teaching staff, management staff, public employees, workers, and students in accordance with the law;
- The principal completes and promptly submits periodic and ad-hoc reports as required by law and the competent authorities;
- Performs other duties as stipulated by law.

4. The authority for appointing, recognizing, dismissing, and relieving principals of vocational secondary schools and colleges is regulated as follows:
a) The Minister, the Head of an agency equivalent to a ministry, the Head of an agency under the Government of Vietnam, the Chairman of the Provincial People's Committee, and the head of a socio-political organization appoint, dismiss, and relieve the principals of public vocational secondary schools and vocational colleges under their jurisdiction;
b) The Chairman of the Provincial People's Committee recognizes or does not recognize the principals of private vocational secondary schools within the province based on the proposal of the board of directors;
c) The Head of the central government agency managing vocational education recognizes or does not recognize the principals of private vocational colleges based on the proposal of the board of directors.
5. The procedures for appointing, recognizing, dismissing, and relieving principals of vocational secondary schools and colleges are specified in the regulations of vocational secondary schools and vocational colleges.
The principals of public vocational secondary schools under their jurisdiction are appointed by the Minister, the Head of an agency equivalent to a ministry, the Head of an agency under the Government of Vietnam, the Chairman of the Provincial People's Committee, and the head of a socio-political organization.
The Chairman of the Provincial People's Committee recognizes or does not recognize the principals of private vocational secondary schools within the province based on the proposal of the board of directors.
