Significance of teaching Vietnamese to "ethnic minority children before entering Grade One"

Pursuant to Article 6 of Circular 23/2023/TT-BGDDT the significance for "ethnic minority children before entering Grade One" is stipulated as follows:

- Children become familiar with the physical environment in primary schools: classroom space, school, library, specialized classrooms, playground, boarding facilities, auxiliary works; learning supplies, teaching equipment and learning materials.

- Children become familiar with the psychological environment at primary school: sense of safety, friendly environment, respect for their language and local and ethnic culture.

- Children participate in learning and other educational activities; develop independent living, self-service, and collective living habits as prescribed by the class and school.

In addition, the content of teaching Vietnamese to ethnic minority children before entering Grade One includes the following specific contents:

- Preparing the mindset for entering Grade One.- Forming basic study skills.- Forming and developing listening and speaking skills.- Forming and developing reading skills.- Forming and developing writing skills.

These contents are arranged in a scientific sequence corresponding to 20 lessons, expressed through themes and topics close and suitable to children oriented towards competency and learner qualities (detailed content implemented according to the attached Annex).

Firstly, Clause 1, Article 2 of Circular 23/2023/TT-BGDDT defines the concept of "ethnic minority children before entering Grade One as ethnic minority children in the preparation stage for Grade One and of the appropriate age to enter Grade One according to the Elementary School Charter (hereinafter collectively referred to as children).”.

Enhancing Vietnamese for ethnic minority students in the new academic year 2024-2025 will be implemented according to the newly issued Official Dispatch 3898/BGDDT-GDTH in 2024 guiding the implementation of primary education tasks for the academic year 2024-2025. Specifically:

* Enhancing teaching Vietnamese for students in ethnic minority areas:

Continue implementing the plan to deploy the Scheme “Enhancing Vietnamese for preschool children, primary students in ethnic minority areas for the period 2016-2020, orienting to 2025”, specifically:

- Enhancing professional capacity for management staff and teachers on enhancing Vietnamese for ethnic minority students;- Advising provincial People's Committees to allocate funds to organize activities to enhance Vietnamese for primary students in ethnic minority areas annually; continue implementing flexible and appropriate solutions to enhance Vietnamese for primary students in ethnic minority areas according to local conditions;- Strengthening inspection, supervision, consultation, and support in the implementation of activities to enhance Vietnamese for ethnic minority primary students; deploying the teaching of enhanced Vietnamese according to materials prepared, assessed, and approved by the Ministry of Education and Training (MOET);- Directing ethnic minority boarding schools and schools with boarding students to continue conducting training and fostering capacity to teach Vietnamese in grades 2 and 3 for management staff and teachers in the academic year 2024-2025 to improve the efficiency of Vietnamese language teaching.

How will Vietnamese be taught to ethnic minority children before entering Grade One in the academic year 2024-2025?

The teaching of Vietnamese to ethnic minority children before entering Grade One in the academic year 2024-2025 will be carried out according to Official Dispatch 3898/BGDDT-GDTH in 2024 with specific guidance as follows:

*Implementing the teaching of Vietnamese to ethnic minority children before entering Grade One according to regulations in Circular 23/2023/TT-BGDDT, specifically:

- Advising provincial People's Committees to submit to the same level People's Councils decisions on personnel and funding to carry out the teaching and learning of Vietnamese for ethnic minority children before entering Grade One locally according to regulatory authority;

- Guiding District Education and Training Offices to develop plans and organize implementation;

- Training and fostering management staff and teachers on content and methods of teaching Vietnamese to ethnic minority children before entering Grade One;

- Directing, guiding, inspecting, and evaluating the organization of teaching Vietnamese to ethnic minority children before entering Grade One in accordance with local conditions;

- Timely rewarding and praising collectives and individuals who perform well to promote the results achieved in organizing the teaching of Vietnamese to ethnic minority children before entering Grade One;

- Monitoring and supporting to resolve difficulties and obstacles during the implementation of teaching Vietnamese to ethnic minority children before entering Grade One in localities;

- Summarizing and reporting organization results of teaching to the Ministry of Education and Training as required.
