Draft Circular amending and supplementing the University Admission Regulations in Vietnam issued together with Circular No. 08/2022/TT-BGDDT
On November 22, 2024, the Ministry of Education and Training of Vietnam issued the Draft Circular amending, supplementing certain articles of the University and college-level Admission Regulation for the Preschool Education sector attached to Circular No. 08/2022/TT-BGDDT.

The Draft Circular amending, supplementing the University Admission Regulation issued with Circular No. 08/2022/TT-BGDDT has introduced changes to the admission methods as follows:
- Training institutions determine one or multiple admission methods (examination, review, or a combination of examination and review), applicable uniformly for the entire institution or specifically for certain programs, disciplines, groups of disciplines, and training forms. A program, discipline, or group of disciplines may simultaneously adopt multiple admission methods.
- Each admission method must specify the evaluation, review criteria, and ways to combine these criteria to classify, rank, and determine the admission conditions for candidates according to the requirements of the program, discipline, or group of disciplines.
Evaluation and review criteria must be based on the foundational knowledge and core competencies that candidates need to follow the program or discipline.
- Scores for review and admission from various methods, subject combinations used should be converted to an equivalent unified scoring scale for each program, discipline, or group of disciplines.
- For admission methods based on academic results, test scores for each subject (including high school subject averages, high school graduation exam scores, language certificates, and other assessment results):
+ The subject combination used for review includes at least three subjects suitable for the characteristics and requirements of the training program, which must include mathematics or literature with a weight of at least one-third of the total score;
+ A program, discipline, or group of disciplines may simultaneously use multiple subject combinations for review, wherein the common subjects of the combinations must have a weight of at least 50% of the total score;
+ When using high school academic results for review, the complete academic results for the candidate’s 12th-grade year must be used.
- The method of converting review scores for each program, discipline, or group of disciplines must ensure each candidate has the opportunity to achieve the maximum score, while no candidate's review score exceeds the maximum score (including priority points, bonus points, and encouragement points).
- Training institutions bear the responsibility for explaining the scientific and practical basis in determining the admission method, review method, subject combination for review, and equivalently converting review scores, admission scores; based on the analysis, evaluation, and comparison of the academic results of annually admitted students.

What are the general requirements in university admission in Vietnam?
According to Article 3 of the University and college-level Admission Regulation for the Preschool Education sector issued with Circular No. 08/2022/TT-BGDDT, the general requirements in university admissions are as follows:
- Educational institutions exercise autonomy and accountability in the admission process, ensuring compliance with the law and bearing responsibility before the law.
- Each educational institution employs all necessary measures to facilitate and provide equal opportunities to all candidates; selecting individuals with aspirations and capabilities best suited to the program and discipline requirements.
- Educational institutions closely collaborate under the support and supervision of the Ministry of Education and Training to ensure consistency, uniformity, and connectivity within the system; enhancing the quality and efficiency of admissions at each institution and across the entire system.
What are the principles of equality among educational institutions in university admission in Vietnam?
Based on Clause 2, Article 4 of the University and college-level Admission Regulation for the Preschool Education sector issued with Circular No. 08/2022/TT-BGDDT, the principles of equality among educational institutions in university admissions are as follows:
- Regarding cooperation: Educational institutions cooperate on an equal basis to enhance the quality and efficiency of admissions, bringing the best benefits to candidates;
- Regarding competition: Educational institutions conduct honest, fair, and healthy competition in admissions as per legal regulations on competition.
