- English is a compulsory subject in the general education program from grade 3 to grade 12. As one of the tool subjects in school, English not only helps students form and develop communication skills in English but also contributes to forming and developing general skills, to live and work more effectively, study well in other subjects, and learn throughout life.
- The English subject provides students with an important tool for international communication, helping them exchange information, and advance scientific and technical knowledge, land earn about cultures, thereby contributing to creating understanding between nations, forming a sense of global citizenship, and contributing to the development of personal qualities and competencies. Through learning English and exploring different cultures, students can better understand and appreciate their own language and culture.
- As a compulsory subject in the general education program, English directly relates to and interacts with many other subjects/educational content such as Literature/Vietnamese, Natural and Social Sciences, History and Geography, Arts, Physical Education, Information Technology, and experiential activities. English is also a tool for teaching and learning other subjects, especially Math and natural sciences.
- The basic objective of the general education program for English is to help students form and develop communication skills through practicing listening, speaking, reading, writing, and language knowledge (phonetics, vocabulary, grammar).
The communication skills and language knowledge are built on specific communication competence units, in topics and themes suitable to the needs and abilities of general education students to help them achieve the requirements specified in the 6-level foreign language proficiency framework used for Vietnam.

According to the general education program for English issued under Circular 32/2018/TT-BGDDT, the specific perspectives on developing the general education program for English in Vietnam are defined as follows:
[1] The general education program for English adheres to the regulations stated in the overall general education program of the Ministry of Education and Training, including general orientations on perspective, objectives, requirements to be achieved, educational plans and orientations on educational content, teaching methods, assessment of learning outcomes, and conditions for program implementation.
[2] The general education program for English is developed with the perspective that communication competence is the goal of the teaching process; language knowledge is the means to form and develop communication skills through listening, speaking, reading, and writing. At the primary level (grades 3-5), the priority is the development of listening and speaking skills. At the lower secondary level, communication skills in listening and speaking continue to be developed and integrated practice of all four skills of listening, speaking, reading, and writing is achieved in upper secondary education.
[3] The general education program for English is designed based on a system of themes and topics that are closely related, meaningful, and suitable to the learning and living environment of students, and appropriate to the development of communication competence according to the requirements defined for each educational level.
The system of themes and topics reflecting culture needs to be both national and international; teaching content should be carefully selected and possibly repeated and expanded over the years in a spiral approach to consolidate and develop students’ communication competence. Through implementing the system of themes and topics in the program, students can be additionally equipped with content from other subjects to a suitable and feasible extent.
[4] The general education program for English ensures that students’ learning activities are central to the teaching process. Students' communication skills in English are developed through active, proactive, and creative learning activities. Teachers organize and guide the teaching process, encouraging students to participate in language practice activities as fully as possible, and gradually enhancing their self-study ability.
[5] The general education program for English ensures the continuity and progression of English instruction across primary, lower secondary, and upper secondary levels. This continuity is reflected in students reaching a level of proficiency according to the 6-level foreign language proficiency framework used for Vietnam after each educational stage.
