What contents must be included in the Regulation on the organization of online university training in Vietnam?

According to Article 11 of Circular 30/2023/TT-BGDDT, the regulations for online university training must include the following contents:

The Director, Principal of the educational institution organizes the development and issuance of online training regulations to organize and manage online training with quality and efficiency, including provisions on:

- Contents of online training; methods of organizing teaching, learning, examination, assessment of training results.

- Management, operation, and exploitation of the use of information technology systems in online training.

- Professional competence, teaching skills, and information technology skills for the manpower implementing online training.

- Intellectual property of learning materials, data ownership, data protection, and personal information, identity authentication, data encryption, and access rights management.

- Recognition of credits on the online training system of the educational institution and other online training systems.

- Reception, feedback from learners and teachers, and evaluation of users' satisfaction during online training.

- Procedures for storing records, supervision, inspection to ensure online training quality; procedures for improving and enhancing online training quality.

- Other related regulations.

What are current principles and general requirements for applying information technology in online university training in Vietnam?

According to Article 3 of Circular 30/2023/TT-BGDDT, the current principles and general requirements for applying information technology in online university training in Vietnam are as follows:

- Promote the initiative, self-responsibility, and accountability of the educational institution in online training.

- Ensure quality according to the requirements of the training program that has been issued; the process, content, and quality of online training must be continuously improved; always update the most advanced and relevant technology to deploy online training.

- Ensure fairness in access to, and participation in online training activities, focusing on the benefits of the learners as the center.

- Either invest themselves or hire information technology services for infrastructure that ensures the organization and deployment of online training; comply with regulations ensuring information safety, personal information safety, cybersecurity, and intellectual property according to legal regulations.

- Ensure to meet all minimum requirements as stipulated by Circular 30/2023/TT-BGDDT.
