2. Duties of Teachers
a) Implement early detection, classification of educational needs, and early educational intervention;
b) Support inclusive education;
c) Conduct teaching and education of students with disabilities at the Center in accordance with the goals, content, program, and plan;
d) Participate in professional activities;
dd) Be responsible for the quality and effectiveness of education, suitable to the specific subjects and conditions of the Center;
e) Comply with the decisions of the Center's director; be subject to inspections by educational management levels according to regulations; implement the internal regulations of the Center and the provisions of this Regulation;
g) Comply with the Teacher Ethics Code as prescribed by the Ministry of Education and Training;
h) Actively and proactively engage in self-retraining to enhance professional competencies and skills; conduct self-assessment according to teacher professional standards as prescribed.
3. Rights of Teachers
a) To participate in retraining courses to improve professional competencies and skills;
b) To enjoy all preferential benefits regarding material and spiritual welfare, and to receive health care, salary, and allowances as regulated for teachers in schools and classes for the disabled;
c) To be facilitated in performing teaching duties and participating in other professional activities of the Center; to attend meetings for evaluation, commendation, discipline, and resolving issues related to assigned duties.
Thus, one of the rights of teachers at inclusive education centers is to participate in retraining courses to improve professional competencies and skills.

Responsibilities of the Provincial People's Committee
Direct the Department of Education and Training to lead, cooperate with relevant departments, sectors to guide, inspect, and supervise the organization and activities of the Centers in the area.
Direct the District People's Committee to cooperate with the Department of Education and Training to guide, inspect, and supervise the organization and activities of the Centers in the area.
Approve the scheme on job positions, allocate staff and budget for the recruitment, contractual engagement of teachers, staff, and facilities for public Centers.
Thus, the Provincial People's Committee shall approve the scheme on job positions for teachers at inclusive education centers.
