3. Rights of Teachers

a) To participate in retraining courses to improve professional competencies and skills;

b) To enjoy all preferential benefits regarding material and spiritual welfare, and to receive health care, salary, and allowances as regulated for teachers in schools and classes for the disabled;

c) To be facilitated in performing teaching duties and participating in other professional activities of the Center; to attend meetings for evaluation, commendation, discipline, and resolving issues related to assigned duties.

Responsibilities of the Provincial People's Committee

1. Direct the Department of Education and Training to lead, cooperate with relevant departments, sectors to guide, inspect, and supervise the organization and activities of the Centers in the area.

2. Direct the District People's Committee to cooperate with the Department of Education and Training to guide, inspect, and supervise the organization and activities of the Centers in the area.

3. Approve the scheme on job positions, allocate staff and budget for the recruitment, contractual engagement of teachers, staff, and facilities for public Centers.

Thus, the Provincial People's Committee shall approve the scheme on job positions for teachers at inclusive education centers.
