a) Have a master's degree or higher suitable for the job position, major or discipline of teaching;
b) Have a certificate of retraining according to the standards for the professional title of university lecturer.
3. Standards for professional competence;
a) Have a solid understanding of the subjects assigned to teach and basic knowledge of several related subjects within the assigned teaching field;
b) Understand and effectively implement the objectives, plans, content, and programs of the subjects assigned; promptly grasp practical requirements for the training discipline;
c) Preside over the implementation of at least 01 (one) scientific and technological task at the grassroots level or higher that has been accepted with a satisfactory result;
d) Preside over or participate in composing at least 01 (one) book serving training, which has been appraised and accepted by the scientific council (approved by the head of the educational institution or competent authority) and put into use in training and cultivation from university Grade upwards, suitable for the teaching or training discipline and has an international standard ISBN code;
e) Author of at least 03 (three) scientific articles as research works of the lecturer published in scientific journals with an international standard ISSN code;
f) Be able to apply information technology and use foreign languages in carrying out tasks of the professional title of Senior Lecturer (Grade II);
g) Public employees applying for examination or consideration for promotion to the professional title of Lecturer (Grade III), code V.07.01.03 to the professional title of Principal Lecturer (Grade II), code V.07.01.02 must have held the professional title of Lecturer (Grade III), code V.07.01.03 or equivalent for at least 09 (nine) years if holding a master's degree, 06 (six) years if holding a doctoral degree; among which, there must be at least 01 year (full 12 months) holding the professional title of Lecturer (Grade III), code V.07.01.03 until the submission deadline for examination or consideration.
Simultaneously, under Article 3 of Circular 05/2024/TT-BGDDT stipulating the criteria and conditions for consideration for promotion to the professional title of Grade II university lecturer in Vietnam:
- Public higher education institutions have demands, with job positions lacking corresponding to the professional title of public employees considering an upgrade and nominated by a competent authority to attend the upgrade examination.
- Currently holding the professional title of Grade III university lecturer.
- Rated at least "complete good mission" in the work year immediately preceding the year of considering an upgrade to Grade II university lecturer professional title.
- Have good political qualities and professional ethics;
- Not under any disciplinary actions;
- Not subject to disciplinary regulations according to the provisions of the Communist Party and law;
- Meet the minimum work duration requirements for holding the Grade III university lecturer professional title:
+ At least 09 years of service for those with a master's degree, 06 years for those with a doctoral degree.
+ At least 01 year (full 12 months) holding the Grade III lecturer position until the submission deadline for registration or consideration for upgrade.
- Meet the standards for training Grade:
+ Have a master's degree or higher suitable for the job position, field, or specialized field of teaching;
+ Have a certificate of cultivation according to the standards for the professional title of university lecturer.
- Meet the standards for cultivation and professional competence:
+ Have a solid understanding of the subjects assigned to teach and basic knowledge of subjects related to the training discipline assigned;
+ Understand and effectively accomplish the objectives, plans, content, and program of the subject; promptly grasp practical requirements for the training discipline;
+ Preside over undertaking at least 01 scientific and technological task at the grassroots level or higher, successfully accepted;
+ Preside over or participate in the compilation of at least 01 training book, appraised, accepted, brought into use, and possessing an international standard ISBN code;
+ Author of at least 03 scientific articles published in journals with an international standard ISSN code;
+ Be capable of applying information technology and using foreign languages in fulfilling the duties of the principal lecturer (Grade II).
