What is educational operation in Vietnam?
Pursuant to Clause 1, Article 3 Decree 24/2021/ND-CP stipulates as follows:
Interpretation of terms
In this Decree, the following terms are understood as follows:
1. educational operations include admission activities, organization of educational operations, and management of conditions ensuring the quality of education in educational institutions.
2. The school’s educational plan is the plan to organize the educational operations of the educational institution to implement the preschool education program and the general education program issued by the Minister of Education and Training.
Regarding educational operations, educational operations include activities in educational institutions such as: admission, organizing educational operations, and managing conditions to ensure the quality of education.
Additionally, the participation of students in educational operations is stipulated in Article 14 Decree 24/2021/ND-CP includes:
- Participating in the development of the rules and regulations of the group, class, activities of the Ho Chi Minh Communist Youth Union, the Ho Chi Minh Young Pioneer Organization, and other social organizations in the educational institution.
- Proactively and actively performing study and training tasks according to the curriculum of subjects, educational operations organized by the educational institution according to the school's educational plan.

06 requirements for educational operations of a primary school in Vietnam
According to the provisions of Article 17 Decree 46/2017/ND-CP as amended by Article 1 Decree 135/2018/ND-CP, 06 requirements for educational operations of a primary school are as follows:
(1) Have a decision on the establishment or permission to establish the school.
(2) Land, school facilities, equipment meet the requirements for educational operations:
- The land area for school construction is determined based on the number of classes, the number of students, and regional characteristics, with a minimum average of 10 m2 per student for rural and mountainous areas; 06 m2 per student for urban areas and district-level town.
In cases where land is scarce, the land use area can be replaced with built area, ensuring adequate area as per regulations;
- The structure of the buildings includes:
+ School perimeter fence; school gate; school name board; classrooms; principal's office, vice principal's office; office; meeting room, teachers' room; library; educational equipment room; computer room; traditional and team activity room; school medical room; security room;
+ Art education room; audiovisual room; student counseling room; room for supporting inclusive education for disabled students; physical education room or multipurpose hall;
+ Restroom for teachers, students, disabled students; waste disposal area and sanitary water supply and drainage system; parking area for students, teachers, and staff; playground area of at least 30% of the school’s land area, ensuring student safety;
+ Dining room, rest areas meeting health conditions for semi-boarding students.
- Ensure sufficient educational equipment as per the minimum teaching equipment list of the Ministry of Education and Training.
(3) The school construction site must ensure a safe educational environment for learners, teachers, and staff.
(4) Have an educational program and teaching and learning materials as per regulations appropriate for primary education.
(5) Have a team of teachers, management staff, and employees who meet standards, are adequate in quantity, have a harmonious structure, and ensure the implementation of the educational program.
(6) Have sufficient financial resources as per regulations to ensure the maintenance and development of educational operations.
Procedures for educational operations of a primary school in Vietnam
According to the provisions of Article 18 Decree 46/2017/ND-CP as amended by Clause 10, Article 1 Decree 135/2018/ND-CP, the procedures for a educational operations of a primary school are as follows:
Step 1: The primary school principal is responsible for preparing the application for permission to operate educational operations.
Step 2: The Department of Education and Training receives the application and considers the conditions for allowing educational operations.
Within 20 working days from the date of receiving a complete and valid application, the Department of Education and Training, in collaboration with relevant specialized departments, will review and assess the conditions for primary school operation.
If conditions are met, the Head of the Department of Education and Training issues a decision allowing the school to organize educational operations; if not, a written notice specifying reasons and solutions is sent to the school.
The application prepared by the principal in Step 1 includes:
- A proposal for permission to operate educational operations;
- A copy from the original register, a certified true copy from the original, or a copy accompanied by the original for comparison, of the decision on the establishment or permission to establish the school.
